PROJECT DESCRIM0 The project site is located adjacent to Atlantic Intracoastal Waterway, at 1320 Airlie Rd., south of the Wrightsville Beach drawbridge, in New Hanover County. The property was previously the site of a wholesale/retail. fish market, where trawlers would unload their catches at the market docks. This entire area of the waterway has been developed commercially. There are commercial marinas on both sides, as well as, across the waterway from the project site. The applicant's property is approximately 65 feet wide and 100 feet in depth, from Airlie Rd. to the AIWW. On the property, there is an existing metal building (25 ft. X 30 ft.), parking area, bulkheaded concrete dock area, and pier. Although already in need of maintenance and repair, the concrete area, bulkhead, and pier were severely damaged during last year's hurricanes. The applicant is currently in the process of repairing the existing facilities to a usable condition. The waters of the AIWW/Motts Channel are not designated by the NC Division of Marine Fisheries as Primary Nursery in this location. The waters are classified SB by the NC Division of Water Quality and are not open to shellfishing. New Hanover County classifies the area as Conservation in their Land Use Plan. The applicant proposes to remove the existing fixed dock and replace it with a floating dock. The new dock would retain the "L" shape of the original structure, but it would be relocated to the center of the property. The existing pier extends approximately 80 feet across the adjacent riparian corridor. This relocation would move the applicant's docking facilities 30 feet to the northeast of it's present location allowing better ingress and egress to the adjacent boat slips. The dock would be 96 feet long and 8 feet wide, with the L-head, 89 feet long and 8 feet wide, parallel to the waterway. The applicant proposes four (4) finger docks, 16 feet on center, on the southwest side of the main dock. All would be 32 feet long, one 4 feet wide, and the others would be 3 feet wide. The applicant intends to dock two work barges, mounted with cranes, on the waterward side of the L-head dock. Other work boats and skiffs associated with his marine construction business would be moored in the other slips. The applicant states that the docks would provide ten (10) slips. 10. ANTICIPATED IMPACTS The project would incorporate approximately 3880 square feet of Public Trust Area. However, much of this area is currently utilized by use of the existing facilities. The size of the proposed structure could allow for the dockage of more than 10 vessels if the use of the site should change in the future. The mooring of the large work barge on the waterward side of the L-head, would place the moored vessel significantly further into previously open water in this high traffic area. Submitted by: E. F.
