PROJECT SUMMARY: The applicant proposes to construct a private pier at his residence, adjacent to the Cape Fear River, at 510 Surry St., in Wilmington, NC. Michael E. McCarley Page 2 9.. PROTECT DESCRIPTION The project site is located adjacent to the Cape Fear River, approximately 100 yards north of the Cape Fear Memorial Bridge, at 510 Surry St., in Wilmington, NC. The 3/4 acre property is the applicant's private residence, and consists of the house and terraced gardens. Historically, the property was the site of Cassiday Shipyard, which was known for building wooden ships during the Civil War. In 1920, it became Broadfoot Iron Works, which operated until 1955. The house which is listed on the historical register as the Cameron-Hallman House-1790, was later moved to the site. The river side of the property is 146 feet wide and is stabilized by a concrete bulkhead. The property averages 260 depth from Surry St. to the bulkhead. There is no wetland vegetation waterward of the bulkhead.There are numerous old piling remnants, and two (2) existing mooring dolphins, from previous docking and wharf facilities, along the shoreline. The elevation of the property ranges from mean high water (MHW) to 25 feet above mean sea level. The river is approximately 1000 feet wide at the project site. The Cape Fear River is classified as SC, by the NC Division of Environmental Management. There is no shellfish resource in the project area. At the project site, the Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The applicant proposes to construct a large pier to accommodate a yacht, sixty feet in length. The pier would be located in approximately the center of the property. The pier would be 25 feet long by 10 feet wide, expanding to 15 feet wide for an additional 20 feet. An off-set T-head, 50 feet long and 15 feet wide, is proposed at the waterward end of the pier. Three (3) mooring dolphins are proposed, one at either end of the T-head, and one (1), 30 feet north of the T-head. An additional floating dock, 30 feet long and 8 feet wide, and four (4) mooring pilings are proposed on the north side of the pier, landward of the T-head. ANTICIPATED EMPACTS The proposed pier would incorporate 1540 square feet of Estaurine Waters and Public Trust Area.
