PROJECT SUMMARY: The applicants are proposing to maintain the existing boat basin in order to restore full navigation to the area. In addition to the dredging the applicants are proposing to add two sets of floating docks in two phases. ;? - CAPE FEAR COMMUNITY COLLEGE Page 2 9. PROJECT DESCRIPTION - The project site is located adjacent to the west side of the College campus on the shoreline of the Northeast Cape Fear River. There is an existing concrete access pier and dock located on the property. There is also an existing boat ramp located in the southeast comer of the basin area. The shoreline of the property is unvegetated. Soundings in the project area indicate that depths range from approximately 0.3' mean low water (mlw) to -4.2' mean low water (mlw). The college has utilized this area for small boat launching and sail boat use training. Continuous shoaling typical of the river throughout this general vicinity has gradually diminished the use of this area. The dredged area is proposed to be approximately 200' long by 210' wide. The project depth is proposed at -5' mean low water. In addition to the basin area the applicant also proposes to dredge in front of the existing boat ramp area and also the proposed boat ramp location on the north side of the site. Approximately 5,185 cu. yds. of mud, silt and sand will be excavated hydraulically and will be pumped to a spoil disposal area located on the west bank of the river. The area identified as spoil area #1 on the sheet identified as site plan view-dredge disposal site appears to be suitable for the disposal of this material. This site is " L" shaped and one arm measures approximately 380" long by 120' wide. The other arm measures approximately 520' long by 150' wide. State permit # 120- 95 has authorized the improvement of the shoreline of the project location in conjunction with the Wilmington Water Front Access Project. This maintenance of the basin should be viewed as a major modification of the existing permit authorization. 10. ANTICIPATED IMPACTS - The project involves the maintenance excavation of approximately 5,185 cu yds of material which is proposed to be pumped across to the west side of the river upstream of the project site. The current basin was last dredged approximately 20 years ago and has been subjected to the ongoing siltation problems experienced by other river oriented activities in the project location. Budgetary concerns have delayed the clean out of the basin. The basin area is used by the college to cant' out the Marine Science and Technology programs and the partial elimination of the use of the basin by the shoaling has had a negative impact on the programs. Although the basin area is located within the primary nursery designation the project is anticipated to have minimal negative impact on this resource other than short term turbidity and siltation associated with the dredging. Narrative: This project will restore Cape Fear Community College's boat basin for use by the college. The basin has silted in over the years and is not usable at high tide. The basin will be dredged to a 5' control depth, allowing use for the college educational programs. The spoil area is located directly across the river on property owned by Mr. David Murrill. This property is a previously approved spoil area. (It is the site of the former Wilmington Boat yard.). In deference to Mr Murrill's wishes, inspection of the site should be coordinated through Mr. Philpott at CFCC (phone 251 5109). Mr. Philpott anticipates that Mr. Murrill's local agent, Mr. Randal Bray will want to accompany any visitors to the site. I. I? Date Width of water body - Distance buoy(s) to shoreline Revised 03/95 SITE SURVEY CFCC Basin Bathymetry Survey 7/18/96 Depths were measured in feet with a fathometer at 45 sites within the CFCC basin on July 18, 1996. Depths were corrected to MLLW by readings of a tide board placed in the basin for the survey. This basin tide board was set according to the tide board at the Corps of Engineers basin just downriver. Site rows, numbered shoreward 1 to 7, were 40 feet apart except rows 5, 6 & 7 which were only 20 feet apart. Depths were measured at 40 foot intervals across the basin (south to north) and lettered A through G. Initial "unlettered" sites were measured right at the CFCC dock on each row. PROJECT SUMMARY: The applicants are proposing to maintain the existing boat basin in order to restore full navigation to the area. In addition to the dredging the applicants are proposing to add two sets of floating docks in two phases. .4--. CAPE FEAR COMMUNITY COLLEGE Page 2 9. PROJECT DESCRIPTION - The project site is located adjacent to the west side of the College campus on the shoreline of the Northeast Cape Fear River. There is an existing concrete access pier and dock located on the property. There is also an existing boat ramp located in the southeast comer of the basin area. The shoreline of the property is unvegetated. Soundings in the project area indicate that depths range from approximately 0.3' mean low water (mlw) to -4.2' mean low water (mlw). The college has utilized this area for small boat launching and sail boat use training. Continuous shoaling typical of the river throughout this general vicinity has gradually diminished the use of this area. The dredged area is proposed to be approximately 200' long by 210' wide. The project depth is proposed at -5' mean low water. In addition to the basin area the applicant also proposes to dredge in front of the existing boat ramp area and also the proposed boat ramp location on the north side of the site. Approximately 5,185 cu. yds. of mud, silt and sand will be excavated hydraulically and will be pumped to a spoil disposal area located on the west bank of the river. The area identified as spoil area #1 on the sheet identified as site plan view-dredge disposal site appears to be suitable for the disposal of this material. This site is "U shaped and one arm measures approximately 380" long by 120' wide. The other arm measures approximately 520' long by 150' wide. State permit # 120- 95 has authorized the improvement of the shoreline of the project location in conjunction with the Wilmington Water Front Access Project. This maintenance of the basin should be viewed as a major modification of the existing permit authorization. 10. ANTICIPATED IMPACTS - The project involves the maintenance excavation of approximately 5,185 cu yds of material which is proposed to be pumped across to the west side of the river upstream of the project site. The current basin was last dredged approximately 20 years ago and has been subjected to the ongoing siltation problems experienced by other river oriented activities in the project location. Budgetary concerns have delayed the clean out of the basin. The basin area is used by the college to carry out the Marine Science and Technology programs and the partial elimination of the use of the basin by the shoaling has had a negative impact on the programs. Although the basin area is located within the primary nursery designation the project is anticipated to have minimal negative impact on this resource other than short term turbidity and siltation associated with the dredging.
