Please find enclosed a Preliminary Wetland Determination and a completed Joint Applica-
tion form for NWP 12 for Backfill and Bedding of Utility Lines for a sanitary sewer outfall
which is proposed at the Highland Creek Development in Mecklenburg County, NC. The
outfall is intended to connect an existing lift station at Highland Creek with the proposed
public sanitary sewer line which has been proposed along Clarke Creek. The Clarke Creek
sewer line is not a part of this project and will not be constructed by this applicant. The
proposed outfall for which this application is made consists of approximately 4600 linear
feet of line which runs parallel to an un-named tributary to Clarke Creek. The line has
been sited almost entirely in upland to avoid wetland impacts. Unavoidable impacts
consist of the crossing of one sldestream wetland area and a perpendicular crossing of one
un-named intermittent tributary. Total impacts are approximately 0.25 acre. All waters and
wetlands are located above headwaters.
A copy of the enclosed application is being provided to Steve Lund, U.S. Army Corps.
Could you please review the enclosed information for authorization of the proposed
activities under Nationwide 12. It is my understanding that these activities are authorized
under the NWP provided that all required conditions are met. Please do not hesitate to
contact me if there is any way I can be of assistance. If you would like to conduct a site
visit to review these areas, I would be pleased to accompany you. Thank you for you
consideration.
Sincerely,
Craig R. Wyant

The applicant has avoided impacts to wetlands by designing the sewerline along upland
wherever possible. Additionally, the applicant will minimize impacts to wetlands by
crossing minor tributaries as close to perpendicular as possible and by complying with the
attached conditions where unavoidable wetland crossings must occur. Appropriate sedi-
ment and erosion control measures will be implemented to protect surface water quality
during construction.
