Fax (919) 846-9467 Dear Mr. Dorney: The purpose of this letter is to request a Nationwide Permit 26 for the project. known as Beechwood Hills North. The project is currently owned by Kevin Martin and is located near Franklinton, NC (Franklin County). The site is shown on the attached plans and USGS Topo Quad vicinity map. The Corps has already issued a Nationwide 26 permit for this project (see attached). A 401 Water Quality Certification will be necessary to impact 0.88 acres (see map) of jurisdictional waters and wetlands above headwaters for the construction of a road and two recreational/wildlife lakes. The lakes have been part of an overall plan (first conceived in January 1995) since I purchased the, tract. The lake that is proposed will offer some increased wetland functional values in comparison the existing on-site wetlands. The proposed lake will be capable of molding more stormflow and will better allow for suspended solids to settle out. In light of the proposed development of the watershed, an increased stormwater flow holding time will assist in maintaining water quality downstream. Also based on preliminary staking, several acres of wetland will be inadvertently 1 j created when the lake is constructed. This will be a result of the upper stretches of the lake containing less than a 12 inch water depth and/or surrounding land being less than 12 inches above water elevation. Wetland impacts are to wet seepage areas at the toe of the slope in a partially harvested bottomland forest and to unvegetated channels. If channel impacts: were not included, total impacts would be only 0.24 acres. The subsequent conversion of the headwaters of the lake and some margins of the lake to wetlands will more than off-set adverse impacts to vegetated wetlands. There is no final plan for development of the land surrounding the lake but I do not anticipate the need; for further impacts.
