You have our approval to place fill material in 0.59 acres of wetlands or waters for the purpose
of roadway construction at Camp Lejeune, Power Line access road, as you described in your
application dated 28 July 1995. After reviewing your application, we have decided that this fill is
covered by General Water Quality Certification Number 2671. This certification allows you to use
Nationwide Permit Number 26 when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401

I. PROJECT ABSTRACT
' Access is needed on a recurring basis along an existing overhead
power line located between the main entrance gates to Marine
Corps Air Station, New River and the Camp Geiger area of marine
Corps Base, Camp Lejeune east of and parallel to US Highway 17.
Travel along the power line is often difficult or impossible due
to the low lying wet areas and outlet ditches along the length of
the power line in this area. This project proposed the
construction of a gravel access road along the power line in this
area through wetland areas in order to make the area accessible.

II. PROJECT SUMMARY
This project consists of the construction of a 12 foot wide
gravel access road along an existing overhead power line between
the main entrance gates to Marine Corps Air Station, New River
and Camp Geiger, Marine Corps Base, Camp Lejeune, Onslow County,
North Carolina. The purpose of the project is to provide access
along the power line for maintenance purposes. Currently access
along the entire length of the power line is not possible due to
impassible low lying wetland areas and bisecting out ditches.
Included in Appendix A of this report is a project location map
and site plans documenting site conditions and the extent of
work.
The purpose of this Environmental Assessment is to evaluate the
planned construction of the gravel access road as it relates to
the National Environmental Protection Act (NEPA). Specifically,
the following items were considered:
a. Alternatives for Project
b. Environmental Impact of Project
C. Mitigation Conditions
Alternatives for the project include the following:

b. Make minimal improvements to ensure access.
C. Relocate power line.
d. Do not construct access.

Specific environmental issues to be considered include the
following:
a. Conversion of 1.2 acres of natural area to a gravel
access road.
b. Displacement of wildlife.
C. Impact to endangered species.
d. Impact to wetland areas.
e. Impact to archeological/historic sites
f. Effects on stormwater runoff.
g. Effects on soil erosion.
f. Effects on off-base environment
Mitigating factors to be considered are as follows:
a. Construction of minimum facility needed to ensure
access.
b. Maintaining current environmental conditions to the
extent possible.
The completion of this Environmental Assessment is an
administrative action needed to properly document the
requirements of NEPA.
It is not anticipated that the proposed action will have severe
environmental impact or will be an environmentally controversial
action.
State and Federal Environmental Permits are required as follows
for the proper execution of this project:

III. PURPOSE AND NEED
Means of access is needed for maintenance purposes along the
length of overhead power line located on the eastern side of US
Highway 17 between the main entrance gates to Marine Corps Air
Station, New River and Camp Geiger, Marine Corps Base, Camp
Lejeune. Access is currently restricted due to bisecting
drainage ditches and wetland areas along this length of power
line.
The proposed gravel access road will ensure adequate access along
this length of power line.
IV. PROJECT ALTERNATIVES
Four alternatives were explored for this project.
a. Relocate power line
b. Do not construct access road
c. Make minimal improvements to ensure access
d. Construct the gravel access road
Each is discussed in detail below.

Relocate Power Line
' This alternative would be economically the most expensive.
Additionally, it is likely that relocating the power line would
have environmental impact equal to or greater than the proposed
action. The area around the existing power line is wooded and
contains wetland conditions similar to those at its present
' location. This is not considered to be a viable alternative due
to cost restraints and environmental impact.
' Do Not Construct Access Road
' Maintenance along this length of power line, as with any length
of power line, is recurring. A real need exists to access the
power line to ensure the continuance of electrical services to
' the Camp Geiger and Marine Corp Air Station areas of Camp
Lejeune. Access to the majority of the length of power line is
not possible during wet periods and is further limited by
' bisecting drainage ditches. Access by heavy maintenance
equipment (i.e. cherry pickers) is not possible under existing
' conditions. This alternative is considered not viable if the
highest level of electrical services is an operational
requirement.
' Make Minimal Improvements
' This alternative includes making minimal improvements needed to
ensure access. This action would, by necessity, have to include
' the installation of culverts in existing drainage ditches and the
filling of low areas along the length of the power line.
Maintenance of this minimal access path would be high and it is
likely that during extremely wet periods that erosion and
sedimentation would be high and that portions of the access road
' would be impassible. The difference between this alternative and
the proposed alternative is that the proposed action calls for
the construction of a more stable access road by employing an
' elevated roadway section and gravel surface course.
Construct Gravel Access Road
This option fully addresses the needs of ensured access along the
length of power line. This alternative provides a low
maintenance approach to the problem while at the same time
' minimizing environmental impact to the site. This is the
recommended course of action.
IV. EXISTING ENVIRONMENT
The project site is currently located immediately east of and
' adjacent to US Highway 17 between the main entrance gates to
Marine Corps Air Station, New River and Camp Geiger. An
approximate 30 foot wide vegetated buffer of mixed trees and
' shrubs exists between the project site and US Highway 17 right-
of-way. The existing power line runs through a cleared right-of-
way approximately 75 feet wide. Several wetland areas and
bisecting drainage ditches are located along the length of power
line as shown on the enclosed project plans. The power line
' right-of-way area has low growing shrubs and vegetation growing
within it.
' The proposed action places a 12 wide gravel access road within
the power line right-of-way. Wetland areas will be filled to the
extent needed to ensure road stability. Bisecting drainage
ditches will be culverted to ensure continued flow.
VI. ENVIRONMENTAL CONSEQUENCES
The environmental consequences of the "no action" alternative
' would be none. The other proposed alternatives would have
environmental impact similar to that of the proposed action.
' Environmental consequences of the proposed action are as follows:
' a. Conversion of 1.2 Acres of Natural Area: The power
line right-of-way will remain in its current vegetated
state with the exception of the loss of approximately
' 1.2 acres of land to be covered with road fill and
' 6
' gravel. The land to be lost is immediately adjacent to
the existing power line and is not suitable for any
military training use.
b. Displacement of Wildlife: The project site is located
' immediately adjacent to the heavily traveled US Highway
17 and is not considered to be a prime wildlife
' habitat. Wildlife traverses the site during passage to
and from surrounding habitats.
' Wildlife will not be displaced by the planned action on
a permanent basis. Wildlife will be temporary
' displaced during the expected 30 day construction
period due to machinery noise and vehicular traffic.
This displacement will be temporary in nature and there
are no circumstances to believe that the proposed
action will cause a permanent displacement of wildlife.
The recurring use of the completed gravel access road
will not cause the displacement of wildlife.
C. Impact to Endangered Species: The project site is not
located within a natural habitat for endangered species
including the Red Cockaded Woodpecker.
d. Impact to Wetland Areas: The proposed action impacts a
total of 0.59 acres of wetlands. It is proposed that
wetland areas in the access road alignment be filled to
ensure a stable road surface. The wetland area on the
project site somewhat coincide with drainage ditches
bisecting the project site. These ditches will be
culverted to maintain flow. Filling of the wetland
areas will be accomplished under a US Army Corps of
Permit. Wetlands impact is minimized by maintaining
the narrowest access road possible. The proposed
access road width of 12 feet is considered the minimum
needed for vehicular access considering room needed to
place vehicle stabilizers.
e. Impact to Archeological Site: The project site is not
located within a recorded area of historic or
archeological significance.

f. Effects on Stormwater Runoff: Stormwater runoff will
be maintained through the project site by the placement
' of culverts in existing ditches which bisect the
project site. No significant changes in stormwater
runoff characteristics are expected as a result of the
implementation of the proposed action.
' g. Effects on Soil Erosion: Soil erosion potential will
be minimized during the course of project construction.
A project Sedimentation and Erosion Control Plan has
' been developed for the project in order to minimize the
impacts of this increased erosion.
' Once the project construction has been completed, there
will be no increased potential for soil erosion as a
result of the proposed action.
h. Effects on Off-Base Environment: No effects on the
off-base environment are anticipated as a result of the
completion of the planned action.

VII. PROJECT PERMITS AND APPROVALS
The following permits and approvals are required for the proper
' implementation of this project:
a. Sedimentation and Erosion Control Plan approved by
' North Carolina Department of Environment, Health and
Natural Resources. Copy attached in Appendix B.
b. Stormwater Management Permit approved by North Carolina
Department of Environment, Health and Natural
Resources. Copy attached in Appendix C.
' c. Wetland Filling Permit approved by US Army Corps of
Engineers. Copy attached in Appendix D.

1.0 PROJECT DESCRIPTION
This project consists of the construction of a 3300 LF gravel
access road adjacent to an existing overhead power line adjacent
to US Highway 17 between the main gates to Marine Corps Air
Station, New River and Camp Geiger, Marine Corps Base, Camp
Lejeune, Onslow County, North Carolina. A total of 1.2 acres of
land will be disturbed during the course of construction.
2.0 SITE DESCRIPTION
The project site is located within a cleared power line right-of-
way. No heavy clearing or grading will be needed to accomplish
this project. Drainage ditches bisect the planned roadway
alignment. Flow will be maintained in those ditches by the
placement of culverts. To establish the roadway, filling on the
existing grade will be accomplished. A 4 inch layer of stone
will be used as a surface course along the entire length of the
road.
3.0 ADJACENT PROPERTY
The adjacent properties around the project site consist of the
Marine Corps Air Station, New River and Camp Geiger areas of
Marine Corps Base, Camp Lejeune, North Carolina. The closest
non-military function to the project site is U.S. Highway 17
which is located approximately 50 feet west of the project site
as depicted on the location map included on the project drawings.
4.0 SOILS
The primary soils in the proposed disturbed areas include
' Goldsboro-Urban Land Complex according to the Onslow County Soil
Survey as published by the U.S. Department of Agriculture Soil
Conservation Service.

1 The primary soil type which exists on the project site is
considered to be moderately erodible if vegetation is not
' maintained upon it. This fact necessitates the employment of
different erosion control devices to prevent erosion from
occurring during and after construction.
' 5.0 PLANNED EROSION AND SEDENIENTATION CONTROL
PRACTICES
'
Erosion and Sedimentation Control practices to be utilized on the
project site include: Land Grading, Silt Fencing, Gravel Control
' Entrance, Dust Control and Grassing. Construction details and
specifications for each erosion control device are included on
the project plans and are described in this erosion control plan.
' This Erosion Control Plan, when approved for use in the
development of this project, will become a part of the
' construction documents.
5.1 Land Grading
Light land clearing for construction of the access road will
' be required on a total of approximately 1.2 acres of the
site.
' Cut slopes along the access road will be maintained to a
maximum slope of 2:1 or flatter to avoid instability and to
reduce erosion and sedimentation transportation potential.
Cut slopes will be fine graded immediately after rough
grading occurs. The surface will be disced and vegetated
according to the Vegetation Plan of this Erosion Control
Plan to reduce the erosion in those areas.
' Fill or cut slopes associated with the construction of the
gravel access road will not be greater than 2:1. Fill
' slopes on the access road will be disced, vegetated and
mulched according to the vegetation plan in order to
stabilize these areas.

Land grading activities will be continuous throughout the
construction of the access road. It is the intent to expose
the minimum area needed to complete the access road. As
soon as final disturbed grades are reached as shown on the
project plans, those areas will be vegetated in accordance
with the Erosion Control Vegetation Plan to prevent further
erosion.
5.2 Silt Fence
' A silt fence will be constructed in all drainage ditches
bisecting the project site as shown on the project plans.
' Details of the silt fence construction are included on the
project drawings.
5.3 Gravel Control Entrance
Two existing dirt access drives from US Highway 12 will be
topped with gravel and will served as a gravel control
entrance for the project site. These gravel drives will be
constructed at the onset of construction.
5.4 Dust Control
Dust will be controlled along the access road by sprinkling
should excessive dust be generated at anytime during
construction.
' S.5 Vegetative Seeding
Following grading activities and construction of the access
' road, exposed areas will be seeded to the following
specifications:

The work includes seedbed preparation, liming, fertilizing
and seeding of all areas where natural soil conditions have
been disturbed by this contract, including damage by
contractor vehicles.
Fertilizer shall be standard commercial product of 10-10-10
analysis.

Seed shall be certified seed or equivalent based on NCSIA
requirements for certification.
Seed Mix #1 - 120 lbs KY31, 50 lbs Annual Rye, 35 lbs Hulled
Common Bermuda
Temporary Seed Mix - 200 lbs Annual Rye
The areas to be vegetated shall be prepared by thoroughly
loosening the soil to a depth of four inches. After
loosening the soil, all surface irregularities where surface
water could collect and pond shall be smoothed out. Topsoil
removed shall be reinstalled and leveled.
Fertilizer shall be uniformly applied at the rate of 1000
pounds per one acre. The fertilizer shall be incorporated
into the upper three to four inches of prepared seedbed.

Seed mix #1 shall be applied to all disturbed areas.
Temporary seeding shall be used when grading operations are
temporarily halted for 60 days or more. Additionally, no
permanent seeding shall be placed from December 1 to
February 15. During these months, temporary seeding shall
be used followed by permanent seed mix after February 15.
Seed shall be sown by hand or by an approved seeder and
distributed uniformly. The seed shall be planted no deeper
than 1/4 inch. After seeding, the seeded areas shall be
compacted lightly with a hand roller. All seeding and
compacting shall be done when weather conditions are
favorable and not when seedbed is wet.
6.0 SCHEDULE OF EROSION & SEDIMENTATION CONTROL
ACTIVITIES
The following is a schedule of Erosion and Sedimentation Control
activities listed in the sequence of completion:
1. Obtain Erosion and Sedimentation Control Permit.
2. Review Erosion Control requirements prior to
commencement of construction and at interim periods
throughout construction.
3. Install gravel access drives (2) from Highway 17 to the
access road site.
4. Install silt fencing in drainage ditches.
5. Clear access road.
6. Construct access road.
7. Vegetate and mulch all areas disturbed in accordance
with the vegetation plan.
8. Inspect erosion and sedimentation control devices
periodically following rainfall events to ensure proper
maintenance and operation.

7.0 MAINTENANCE PLAN
1. All erosion and sedimentation control devices will be
checked for stability and operation following every
runoff-producing rainfall event but in no case less
than once every two weeks. Any needed repairs will be
made immediately to maintain all devices in the
operating condition intended.
2. Sediment will be removed from behind (upstream)
sediment fences when it becomes 0.5 feet deep at the
fence. The sediment fence will be repaired or replaced
in areas where damage has occurred.
3. All areas will be fertilized, seeded, reseeded as
necessary, and mulched according to specifications in
the vegetation plan in order to establish and maintain
a vigorous, dense vegetative cover.
