If you are unsure, please forward the email to Good Morning Steve, I was able to get all my due diligence completed for the mitigation repair on the Onslow County Skill Center Site. I would still need written approval from NCDEMLR to proceed with this proposal if they are taking the lead on oversite of this project. During our discussion in the field, I asked who was the lead regulator since this was jurisdictional waters of the US and is ultimately controlled by the USACE. I still have not received any written info on this but Holly and Rob stated that they would probably be the lead on this. Attached is my proposal. PO Box 309 Castle Hayne, NC 28429 910-791-5432 (0) 910-791-4768 (F) nick@ccrgnc.com TO Onslow County School Skill Center Attn: Steve Myers Ph. 910-358-5864 steve.mvers@onslow.M.nc.us PROPOSAL DATE: July 22, 2019 RE: Onslow County School Skill Center Wetland Impact Mitigation Proposal ITEM # DESCRIPTION LINE TOTAL 1 Coastal Carolina Resource group (CCRG) proposes to repair the wetland impact associated with the $ 416,962.00 Onslow County School Skill Center located off of the Northwest Corridor Rd in Jacksonville, NC. CCRG proposes to begin the repair by utilizing a hand crew equipped with saws to cut down all the dead understory vegetation in order to provide ease of access throughout the impact area. CCRG will collect all the cut vegetation and truck off site to a recycling facility. Once the obstructions are clear, CCRG proposes to install a network of temporary wooden plank roads made out of logging mats. Once the roadway is established. CCRG will continue by installing a reinforced silt fence around a proposed stockpile area located uphill behind the dumpster facility. CCRG will also install a temporary construction road entrance in the proposed disposal area located in front of the Skill Center Facility. CCRG will install coir wattles in the inlet swales as well as lay out plywood in the roadway where truck loading will occur. CCRG request a temporary sprinkler system be installed along the eastern parking lot area to help keep the asphalt cool while spoil trucking is in operation. Once all the site preparation is complete, CCRG will bring in a hand crew equipped with shovels and rakes as well as a fleet of small excavators and track georgia buggies to remove the sediment throughout the wetland. CCRG will begin by gently dredging the outer limits of the sediment sitting on top of the hydric soils and trucking it uphill for disposal. As the sediment is removed in quadrants, CCRG will install additional Silt fence in the wetland to prevent any downhill mitigation of sediment. CCRG will adjust the plank roads as needed to maintain access and to insure equipment doesn't impact the sensitive soils. Please note that a temporary fuel cell will be placed up hill near the Skills Center away from the wetland to refuel all the equipment used. All collected sediment will be stockpiled uphill and allowed to dewater before trucking to the disposal area. CCRG will utilize tandem axle dump trucks to move collected sediment. Once all the spoil is removed and placed in the common area, CCRG will level out the material and incorporate it into the existing soils. CCRG will secure the common area by installing a combination of a coastal blend/centipede grass seed mix and hydro mulch. Once all the sediment from the wetland is removed, CCRG will remove the plank roads and equipment off site. CCRG will finish up the repair by seeding the wetland impact area with a prescribed wetland seed mix. CCRG will also harley rake the spoil area and any area impacted by equipment traffic. CCRG will cover these areas with a coastal blend grass seed mix and straw. CCRG will leave all silt fence installed until all common areas and drainage easements are secured with vegetation. Any obstructions uncovered or damaged during construction not identified by NO -CUTS in the jobsite area are not covered in the scope of this work proposal. Any additional repairs requiring the use of Coastal Carolina Resource Groups labor and/or equipment will need an additional work proposal to cover these repairs. 3) If repair is approved, CCRG requires a 33% retainer be paid before mobilizing on site. CCRG will request a 2nd draw once the repair is 50% complete with the remainder due upon receipt once the repair is complete and inspected. 4) Any additional permits costs that may be required by NCDEMLR or USACE to complete this repair will be the responsibility of the Onslow County School Skill Center. 5) This proposal is valid for 90 days Approval & Notice to Proceed On Item # Owner's Representative Date Make all checks payable to Coastal Carolina Resource Group, Inc.
