8. PROTECT SUMMARY: The applicant proposes to construct a community pier with
10 boat slips to be located on a water access easement'next to Lot #1 in Swans Bluff
Subdivision.
9. NARRATIVE DESCRIPTION: The land owner and applicant is Swans Bluff Inc. /
Patten Carolina Land Inc. The CAMA application has been submitted by their agent
and environmental consultant, Mr. Wayne Ragland. Development of Swans Bluff
Subdivision has been underway for the pass several months. Although most all of the
lots have sold, construction of individual houses has not started. Until now, all
construction activities have been limited to work within the 50 ft. roadway alignment
all of which has occurred well landward of the Estuarine Shoreline Areas of
Environmental Concern. As the project plan show on sheet 2 of 4, three areas of 404
Wetlands were crossed in the construction of the roadway within the subdivision. The
applicant has provided the following calculations to the Corps of Engineers.
Authorization has been confirmed under the Nationwide Permit No. 14 for Minor Road
Crossings: site #1, 34 ft.long = 1724 sq.ft., site #2, 61 ft. long = 3114 sq.ft., and
site #3,97 ft. long = 4304 sq.ft.
Today, the applicant proposes to develop a community access facility on a 0.35 acre
tract of land located on Queen's Creek next to Lot #1 and adjacent to the 4-H Camp
Mitchell. The proposal calls for the construction of a 327 foot pier with 10 boat slips
and a paved parking for 7 cars on the highground landward of the CAMA AEC. Other
components of the access facility plan includes construction of a 5 foot wide gravel
walkway connecting the parking area with the pier and two (2) roof covered platforms
or gazebos situated at either end of the walkway.
Within the Estuarine Shoreline AEC, the 5 foot wide gravel walkway will account for
approximately 105 sq. ft. of contact area and the roof covered gazebo will occupy
another 94 sq.ft. impervious surface. Construction within the AEC will generate an
estimated 199 square feet of impervious surface; that is, approximately 10.6% of the
total AEC that equals 1,871 sq.ft.
The proposed 327 ft. pier begins on the landward side the saltmarsh fringe. The marsh
measures about 25 to 35 feet wide and is dominated by saltmarsh cordgrass and black
needle rush. The 5 foot wide pier will create a footprint shadow of about 175 square
feet on the coastal wetlands AEC.
The open water section of the pier will measure approximately 126 feet long and
includes a T-Head platform and a designated boat slip/basin that will measure 76 feet
long by 56 feet wide. The T-Head platform will measure 8 ft. wide by 30 ft. long and
each of the 8 finger piers will measure 2 to 3 ft. wide by 15 ft. long. The 10 slip
basin will impose a footprint of 4,256 square feet on the Estuarine Waters AEC of

Queen's Creek. As the workplat drawings show (sheet 3 of 4), the associated finger
piers and tie-off pilings will overlap the 15 ft. sideline set requirement as well as the
extended property lines of the adjacent riparian land owners. On the south east side of
the pier, the 6 tie-off pilings are shown to extend 10 feet beyond the property line to
an area that is considered the riparian corridor assigned to the 4-H Camp Mitchell
property.
Water depth information provided with the application drawings show that the average
depths in and around the boat docking area range from -2.0 ft. to -3.5 ft. on mean low
water. The outer limits of the pier will terminate in waters that measure -3.5 ft.
relative to the mean low water level. The T-Head platform will parallel those water
depths. The same workplats indicate deeper waters of -3.7 ft. and -3.8 ft. occur
outboard of the proposed structure.
10. ANTICIPATED MACTS: The proposed pier and associated docking area will
generate a footprint impact of approximately 4,897 square feet on the Estuarine Waters
of Queen's Creek. The 5 foot wide pier will create an additional 165 sq. ft. footprint
shadow over the coastal saltmarsh and 270 sq. ft. as the pier crosses the fringe of 404
wetlands. Construction activities on the high ground will render about 199 square feet
of undeveloped land as impervious surface. As previously mentioned, this figure
represents about 10.6% of the total AEC (1,871 sq.ft.). Landward of the CAMA 75
ft. AEC the paved driveway and parking lot will produce 4,680 sq. ft. of developed
area that should have little to no adverse effects on the local estuarine resources.

8. PROTECT SUMMARY: The applicant proposes to construct a community pier with
10 boat slips to be located on a water access easement next to Lot #1 in Swans Bluff
Subdivision.
9. NARRATIVE DESCRIPTION: The land owner and applicant is Swans Bluff Inc. /
Patten Carolina Land Inc. The CAMA application has been submitted by their agent
and environmental consultant, Mr. Wayne Ragland. Development of Swans Bluff
Subdivision has been underway for the pass several months. Although most all of the
lots have sold, construction of individual houses has not started. Until now, all
construction activities have been limited to work within the 50 ft. roadway alignment
all of which has occurred well landward of the Estuarine Shoreline Areas of
Environmental Concern. As the project plan show on sheet 2 of 4, three areas of 404
Wetlands were crossed in the construction of the roadway within the subdivision. The
applicant has provided the following calculations to the Corps of Engineers.
Authorization has been confirmed under the Nationwide Permit No. 14 for Minor Road
Crossings: site #1, 34 ft.long = 1724 sq.ft., site #2, 61 ft. long = 3114 sq.ft., and
site #3,97 ft. long = 4304 sq.ft.
Today, the applicant proposes to develop a community access facility on a 0.35 acre
tract of land located on Queen's Creek next to Lot #1 and adjacent to the 4-H Camp
Mitchell. The proposal calls for the construction of a 327 foot pier with 10 boat slips
and a paved parking for 7 cars on the highground landward of the CAMA AEC. Other
components of the access facility plan includes construction of a 5 foot wide gravel
walkway connecting the parking area with the pier and two (2) roof covered platforms
or gazebos situated at either end of the walkway.
Within the Estuarine Shoreline AEC, the 5 foot wide gravel walkway will account for
approximately 105 sq. ft. of contact area and the roof covered gazebo will occupy
another 94 sq.ft. impervious surface. Construction within the AEC will generate an
estimated 199 square feet of impervious surface; that is, approximately 10.6% of the
total AEC that equals 1,871 sq. ft.
The proposed 327 ft. pier begins on the landward side the saltmarsh fringe. The marsh
measures about 25 to 35 feet wide and is dominated by saltmarsh cordgrass and black
needle rush. The 5 foot wide pier will create a footprint shadow of about 175 square
feet on the coastal wetlands AEC.
The open water section of the pier will measure approximately 126 feet long and
includes a T-Head platform and a designated boat slip/basin that will measure 76 feet
long by 56 feet wide. The T-Head platform will measure 8 ft. wide by 30 ft. long and
each of the 8 finger piers will measure 2 to 3 ft. wide by 15 ft. long. The 10 slip
basin will impose a footprint of 4,256 square feet on the Estuarine Waters AEC of

Queen's Creek. As the workplat drawings show (sheet 3 of 4), the associated finger
piers and tie-off pilings will overlap the 15 ft. sideline set requirement as well as the
extended property lines of the adjacent riparian land owners. On the south east side of
the pier, the 6 tie-off pilings are shown to extend 10 feet beyond the property line to
an area that is considered the riparian corridor assigned to the 4-H Camp Mitchell
property.
Water depth information provided with the application drawings show that the average
depths in and around the boat docking area range from -2.0 ft. to -3.5 ft. on mean low
water. The outer limits of the pier will terminate in waters that measure -3.5 ft.
relative to the mean low water level. The T-Head platform will parallel those water
depths. The same workplats indicate deeper waters of -3.7 ft. and -3.8 ft. occur
outboard of the proposed structure.
10. ANTICIPATED IMPACTS: The proposed pier and associated docking area will
generate a footprint impact of approximately 4,897 square feet on the Estuarine Waters
of Queen's Creek. The 5 foot wide pier will create an additional 165 sq. ft. footprint
shadow over the coastal saltmarsh and 270 sq. ft. as the pier crosses the fringe of 404
wetlands. Construction activities on the high ground will render about 199 square feet
of undeveloped land as impervious surface. As previously mentioned, this figure
represents about 10.6% of the total AEC (1,871 sq.ft.). Landward of the CAMA 75
ft. AEC the paved driveway and parking lot will produce 4,680 sq. ft. of developed
area that should have little to no adverse effects on the local estuarine resources.
