PROJECT SUMMARY: Applicant desires to construct a boardwalk, pier, 2 gazebos and 4 sitting platforms in order to provide river access for students, faculty and general public. 0 --a // p3 13 i i College of the Albemarle Rio Report Page Two Site_I)escription The applicant (a community college) owns approximately 40 acres of land adjacent to the Pasquotank River off of US 17 North, Elizabeth City, Pasquotank County. Approximately 34 acres of the tract is developed with educational facilities, parking lots and landscaped open areas. An additional 5 acres of upland (created from wetlands prior to current environmental regulations) is maintained in turf grass and is used for overflow parking. Lying between the uplands and the Pasquotank River is approximately one acre of wetlands. These wetlands have developed in perennial saturated muck peat. Vegetation consists of cattails, various sedges, rushes and lizard tail. A few bald cypress trees, yaupon, and groundsel shrubs are found within this zone. Irregularly spaced hummocks have developed which are vegetated with poison ivy and swamp rose. The Pasquotank River in this area is designated by NC UEM as WSAV SW CA. The applicant proposes to construct a 6' wide concrete walkway with six 4' x 6' concrete pads over the existing uplands which would connect to an elevated 6' x 80' boardwalk over the existing wetlands. A 1344 sq. ft. deck would be constructed around an existing cypress tree approximately 8 ft. from the tree's trunk. The raised boardwalk would continue over open water approximately 9 ft. where it would branch into three directions. The total boardwalk dimensions over the river would be 300' x 6'. A pier platform (vista platform) 16' x 16' is proposed on the waterward end of the middle branch of the pier. In addition, three platforms each 8' x 4' are proposed as bench sitting areas along the landward side of the proposed pier. The applicant would like to place one gazebo (12' octagon) on both the upriver and downriver ends of the pier. No portion of the proposed structure will be within 15 feet of COA's property lines with its riparian neighbors. The water depth along the pier structure does not exceed 4 feet. Anticipated Impacts The proposed project would result in the shading of approximately 1824 sq. ft. of wetlands of which approximately 1624 sq. ft. are considered coastal wetlands. In addition, approximately 2498 sq. ft. of open water would be covered. Of this 2378 sq. ft. are also classified as public trust waters by the NC i)CM. The proposed pier system will not interfere with the traditional use or navigation along this portion of the river.
