Dear Mr. Browning:
Upon review of your request for Water Quality
Certification to place fill in waters and/or wetlands in the
Buxton Woods area, we have determined that the proposed fill
can be covered by General Water Quality Certification No.
2177 issued November 4, 1987. A copy of the General
Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 14.

As per our telephone conversation on May 24 concerning fulfill--.
ing my obligations to the Department of the Army in accordance with
the nationwide permitting program for minor road crossings of
wetlands, I am providing your department with specifications for the
proposed fill area (see attachments).
The property is located in Dare County on Hatteras Island in the
Village of Frisco on the Southeast side of Highway 12 approximately
1/8 mile East of the Frisco Post office.
The reason for the minor filling of lowlands is to provide a
non-paved driveway for a single residence. '`he proposed fill area
will be 10 feet wide by 29 feet long and approximately 2 feet thick
using approximately 21.48 cubic yards of clean sand. The road
itself will crown to 8 feet wide.
The Southwest side of the proposed fill area will follow the
Southwest property line in order to abut the adjacent plot of land
that was filled approximately 10 years ago. The 2 foot thickness of
proposed fill will bring the driveway to the same elevation as the
property to the Southwest of it. This will insure that no low
pockets exist to collect rainwater and to eliminate the need for
culverts under the proposed fill.
I hope this information will be adequate for your office to
issue an Individual State Water Quality Certification or waiver as
you see fit, so that I may meet the conditions of my Nationwide
Permit No. 14.
