Upon review of your request for Water Quality
Certification to place fill material in wetlands adjacent to
Royal Creek, we have determined that the proposed fill can
be covered by General Water Quality Certification No. 2176
issued November 4, 1987. A copy of the General
Certification is attached. This Certification may be used
in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 26.

The purpose of this letter is to request a 401 Water Quality
Certification for the above referenced project. This project consists of
the construction of two (2) stormwater detention ponds along Royal Creek.
The Stormwater Management Plan has been submitted to your Wilmington Reginal
Office and is contingent upon our obtaining the 401 certification.
Enclosed as a part of this submittal is the following information:
-Completed application form for the 401 Water Quality Certification
-Vicinity map showing the location of the project area
-Map of the project area, scale 1" = 100', showing approximate location
of the wetlands and that portion of the stream which will be affected
by fill.
-Plan and section views of each of the four (4) areas where fill is to
be placed. This includes the two dam/spillway sections and the two
roadway crossings.
Your early review and approval of this request would be greatly
