PROJECT SUMMARY: Applicant proposes to modify CAMA Permit #6-92 to extend an existing dock by 30 feet and add at a right angle a 113 foot fishing pier with widths of 8 feet and 12 feet and a 12 ft. x 57 ft. "T" end. Also, additional single car parking will be provided. NC WRC Modification of CAMA Permit #6-92 Bio Report Page Two Site Description The N.C. Wildlife Resources Commission has proposed to modify its existing CAMA Permit #6-92 to add a public fishing pier at its Washington Baum Bridge boating access area off US 64/264, in Dare County. Under CAMA Permit #6-92 the WRC has constructed a three ramp launching facility by digging out the existing upland point and adding finger piers and decks along the sides. An asphalt parking area was constructed to accommodate 63 vehicles with trailers. Water depths in Roanoke Sound around the project area are 6 to 8 feet deep. The federally maintained Manteo to Wanchese channel passes approximately 400 feet offshore from the boat ramp facility. This channel is heavily used during the summer fishing season with boat traffic out of Manteo and out of neighboring Pirates Cove Marina just to the north. The waters in the project area are classified as SA closed. The applicant proposes to construct a 125 foot long fishing pier parallel to shore, extending under the bridge. An 8 ft. x 30 ft. extension will be added onto the existing dock on the north side of the boat ramps. The proposed fishing pier will then extend north under the bridge from the dock addition. This places the pier equidistant between two bridge bents. The pier will consist of an 8 ft. x 63 ft. section, a 12 ft. x 50.5 ft. section, and a 12 ft. x 57 ft. "T" end on the north side of the bridge. The pier will slope up from 4 feet above NWL to 7 feet above NWL on the 12 foot wide section. The pier will provide pedestrian and handicap access for recreational fishing. A guardrail will be constructed around the perimeter of the pier and lighting will be installed. The pier is not to be used for dockage by boaters. The height of the pier and the guardrail should discourage most boaters from using it. The applicant also proposes to convert the nearest trailer parking area under the bridge into single vehicle parking for the pier users. The ten new spaces will add another 1,980 square feet of asphalt to the parking area. This additional parking will be located approximately 105 feet from the bulkhead and out of the Estuarine Shoreline AEC. Anticipated Impacts The proposed pier will shade and occupy approximately 2,034 square feet of Estuarine and Public Trust Waters. The location of the pier under the bridge should not significantly interfere with navigation or use of Public Trust Waters behind the pier. The pier will provide an opportunity for the public, including the handicapped, to participate in recreational fishing without using a boat. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. "T" end. Also, additional single car parking will be provided. NC WRC Modification of CAMA Permit #6-92 Bio Report Page Two Site Descriation The N.C. Wildlife Resources Commission has proposed to modify its existing CAMA Permit #6-92 to add a public fishing pier at its Washington Baum Bridge boating access area off US 64/264, in Dare County. Under CAMA Permit #6-92 the WRC has constructed a three ramp launching facility by digging out the existing upland point and adding finger piers and decks along the sides. An asphalt parking area was constructed to accommodate 63 vehicles with trailers. Water depths in Roanoke Sound around the project area are 6 to 8 feet deep. The federally maintained Manteo to Wanchese channel passes approximately 400 feet offshore from the boat ramp facility., This channel is heavily used during the summer fishing season with boat traffic out of Manteo and out of neighboring Pirates Cove Marina just to the north. The waters in the project area are classified as SA closed. The applicant proposes to construct a 125 foot long fishing pier parallel to shore, extending under the bridge. An 8 ft. x 30 ft. extension will be added onto the existing dock on the north side of the boat ramps. The proposed fishing pier will then extend north under the bridge from the dock addition. This places the pier equidistant between two bridge bents. The pier will consist of an 8 ft. x 63 ft. section, a 12 ft. x 50.5 ft. section, and a 12 ft. x 57 ft. "T end on the north side of the bridge. The pier will slope up from 4 feet above NWL to 7 feet above NWL on the 12 foot wide section. The pier will provide pedestrian and handicap access for recreational fishing. A guardrail will be constructed around the perimeter of the pier and lighting will be installed. The pier is not to be used for dockage by boaters. The height of the pier and the guardrail should discourage most boaters from using it. The applicant also proposes to convert the nearest trailer parking area under the bridge into single vehicle parking for the pier users. The ten new spaces will add another 1,980 square feet of asphalt to the parking area. This additional parking will be located approximately 105 feet from the bulkhead and out of the Estuarine Shoreline AEC. Anticipated Lnpacts The proposed pier will shade and occupy approximately 2,034 square feet of Estuarine and Public Trust Waters. The location of the pier under the bridge should not significantly interfere with navigation or use of Public Trust Waters behind the pier. The pier will provide an opportunity for the public, including the handicapped, to participate in recreational fishing without using a boat.
