8. PROJECT SUMMARY: The NC Wildlife Resources Commission proposes to upgrade the public
boat ramp and access facility in Morehead City by replacing the concrete ramps, wooden docks and
paving the parking lot.

9. NARRATIVE DESCRIPTION: The NC Wildlife Resources Commission proposes
up-grade the access facility in Morehead City by replacing the concrete boat ramps, the
docking structures and paving the parking area. The project site consists of 1.49 acres
of highground property located on Bogue Sound at the Wildlife Ramp situated behind
the new DOT Visitors Center at 3409 Arenndell Street.
The project plans call for removal of the 4 exiting concrete ramps an area that
measure approximately 70 feet wide on the shoreline by 52 feet extending waterward
of the mean high water level. In addition to the concrete ramps, all of the existing
wooden docks and finger piers will be removed making way for the new set of
concrete ramps and wooden docks. The proposed set of 3 concrete ramp will measure
about 53 feet wide along the shoreline and extend 52 feet into the water. The
waterward end of the new ramps will be approximately 24 feet farther into Bogue
Sound than the end of the existing set of concert ramps. A limited amount of
excavation may be required to remove the old concrete ramp and to secure the
improved slop of the new ramps. Spoil material that can not be used on site will be
trucked to a near by disposal area. The slop of the new ramps will be increased from
10 % to 14 % with the expectation that the amount of sand build-up on the ramps will
be much less. In addition, the surface of the new ramps will be raked or cross
grooved so that vehicles will have greater taction when retrieving boats.
All of the existing wooden docks and piers will be removed and 4 new, structures of
similar design will be installed. The 2 interior piers have been designed with a step-
down to improve boat access on lower tide conditions. In addition, the 2 finger piers
will act as physical barriers between the concrete ramps. The overall length of the pier
structures will be approximately 24 feet longer than the existing piers in order to meet
the new off-set requirements of the proposed boat ramps. The natural water depths in
and around the ends of the new ramps/piers will increase from about 2.5 feet to 9 feet
on mean low tide.
The existing bulkhead east of the ramps defines the highground property will remain in
place. The 180 foot bulkhead closely approximates the mean high water level. Class I
riprap is scheduled to be placed immediately in front of the existing bulkhead, The
project plans show a 5 to 8 foot wide base of riprap extending from the new ramp to
the east end of the bulkhead. It is noted with interest that the area of saltmarsh and the
tidal gut on the east side of the will not be impacted by the proposed riprap. It is
noted that the end of the existing bulkhead is about 55 feet west of the applicant's
eastern property line.
On the highground, the existing gravel parking area will be graded and paved. The
new asphalt will create a well defined lot with designated parking spaces for about 37
vehicles including 2 handicapped spaces. Access to the project site will be controlled

by way of entering on the west side through the new driveway at the DOT Visitors
Center on Arendell Street. Vehicular traffic exiting the project site will do so on the
east side of the property either by way of the Visitor's Center or by way of the original
connection to Evans Street. The new parking lot will measure about 270 feet long by
120 feet wide and will generate approximately 34,000 square feet of impervious
surfaces. The proposed parking lot design has reduced the overall amount of
impervious surface by almost 1 percent, from 55.3% to 54.5 %. Between the parking
and Bogue Sound the applicant has designed a stormwater collection system. The
grassy depression will be located within a 25 foot wide buffer zone that is defined by
the parking lot on the north and the bulkhead on the south. The same buffer zone and
stromwater depression system will be incorporated into the construction plans along the
east side of the property. Along the east side of the property a tidal ditch with
saltmarsh cordgrass will remain undisturbed by the proposed project.
10. ANTICIPATED IMPACTS: The proposed project will displace approximately 2940
square feet of intertidal bottomland that is characterized by the old concrete ramp and a
near shore area of sandy mud. The relocated boat ramps will extend the waterward
dimension by about 24 feet. The proposed riprap will enhance the stability of the
exiting bulkhead while reducing the amount of reflected wave energy. The new riprap
will occupy approximately 900 square feet of intertidal bottomland. On the highground
property, the proposed project will provide paved parking while reducing the overall
amount of impervious surfaces by 1%. The redeveloped property will also provide a
25 foot wide buffer and stormwater depression system. The proposed project should
improve the overall appearance of the facility and the useability of the boat ramps.

Dear Mr. Dorney:
Enclosed is the application of the North Carolina Wildlife Resources
Commission (NCWRC) for Department of the Army authorization and a State Water
Quality Certification to upgrade public boatramp facilities, by replacing
ramps, piers and docks and repaving a parking lot, on Bogue Sound, off
Arendell Street, Morehead City, Carteret County, North Carolina. Your receipt
of this letter verifies your acceptance of a valid request for certification
in accordance with Section 325.2(b)(ii) of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification is required under the provisions of Section 401 of the same law.
A Department of the Army permit will not be granted until the certification
has been obtained or waived.
In accordance with our administrative regulations, in most cases, 60 days
after receipt of a request for certification is a reasonable time for State
action. Therefore, if you have not acted on the request, or asked for an
extension of time, by January 9, 1995, the District Engineer will deem that
waiver has occurred.

surfaces. The proposed parking lot design has reduced the overall amount of
impervious surface by almost 1 percent, from 55.3% to 54.5 %. Between the parking
and Bogue Sound the applicant has designed a stormwater collection system. The
grassy depression will be located within a 25 foot wide buffer zone that is defined by
the parking lot on the north and the bulkhead on the south. The same buffer zone and
stromwater depression system will be incorporated into the construction plans along the
east side of the property. Along the east side of the property a tidal ditch with
saltmarsh cordgrass will remain undisturbed by the proposed project.
10. ANTICIPATED EWPACTS: The proposed project will displace approximately 2940
square feet of intertidal bottomland that is characterized by the old concrete ramp and a
near shore area of sandy mud. The relocated boat ramps will extend the waterward
dimension by about 24 feet. The proposed riprap will enhance the stability of the
exiting bulkhead while reducing the amount of reflected wave energy. The new riprap
will occupy approximately 900 square feet of intertidal bottomland. On the highground
property, the proposed project will provide paved parking while reducing the overall
amount of impervious surfaces by 1%. The redeveloped property will also provide a
25 foot wide buffer and stormwater depression system. The proposed project should
improve the overall appearance of the facility and the useability of the boat ramps.

THIS CERTIFICATION is issued in conformity with the requirements of Section 401 Public Laws
92-500 and 95-217 of the United States and subject to the North Carolina Division of Environmental
Management Regulations in 15 NCAC 2H, Section .0500 to N.C. Wildlife Commission resulting in fill of 10
square feet of wetlands impact in Carteret County pursuant to an application filed on the 8th day of November of
1994 to construct a boat ramp and access facility in Morehead City.
The Application provides adequate assurance that the discharge of fill material into the waters of Bogue
Sound in conjunction with the proposed development in Carteret County will not result in a violation of
applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies
that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in
accordance with the application and conditions hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a manner as to prevent significant
increase in turbidity outside the area of construction or construction
related discharge (25 NTUs in all saltwater classes).
2. That all wet concrete poured below MHW be poured at low tide and that the forms be
completely dewatered. No Wet concrete shall be placed in the surface waters.
3. That silt fences and other erosion controls be in place prior to any earthen movement
in the area.
4. That the side slopes of the filled area be stabilized with vegetation as soon as possible
to prevent erosion.
5. That the riprap material be of such size so as not able to carried off by wave action
and consist of clean rock or masonry material, free of toxic materials.
6. That the applicant apply for and obtain a Stormwater Certification from this Division
prior to construction.
Violations of any condition herein set forth shall result in revocation of this Certification. This
Certification shall become null and void unless the above conditions are made conditions of the Federal 404
and/or Coastal Area Management Act Permit. This Certification shall expire upon expiration of the 404 or
CAMA permit.
If this Certification is unacceptable to you, you have the right to an adjudicatory hearing upon written
request within thirty (30) days following receipt of this Certification, This request must be in the form of a
written petition conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. Unless such demands are made, this
Certification shall be final and binding.
