PROJECT SUMMARY: Replace a 25 feet by 26 feet storage building by constructing a 14 feet by 20 feet building within the original footprint. 7. HABITAT DESCRIPTION: [AREA] ? f FIELD INVESTIGATION REPORT Ervin and Donna Stahel Page 2 PROJECT SETTING Ervin and Donna Stahel own the 50-slip Pelican Marina located on the south side of the Camden Causeway (U.S. Highway 158) 400 feet from the east end of the Pasquotank River Bridge, Camden County, adjacent to the Pasquotank River. Elevation of the 40 feet deep by 460 feet wide parcel ranges 1 to 5 feet above Normal Water Level. The shoreline is protected from erosion by concrete riprap. On the neighboring lot to the west, there is a restaurant with graveled parking with a shoreline protected by a bulkhead in fair condition. The shoreline of the narrow undeveloped strip of property to the east is protected by riprap. Man-made features on the Pelican Marina property include a marine store, two 200 feet long piers, and 50 slips. A 25 feet by 26 feet platform, which was destroyed by Hurricane Isabel, has been rebuilt in accordance with General Permit #35990A, issued on November 20, 2003. The 25 feet by 26 feet storage building, which rested on the platform, was also destroyed, but has not been rebuilt. A 25 feet by 26 feet storage building is located over the waters of the Pasquotank River and is clearly shown on aerial photos dating from 1984 to 2000. The building was apparently constructed prior to the adoption of Coastal Resources Commission Rules. The waters of the Pasquotank River on the vicinity of the project are classified as SC by the NC Division of Environmental Management. These waters are classified as Joint Fishing Waters by the NC Marine Fisheries Commission and NC Wildlife Resources Commission and as Estuarine Waters and Public Trust Waters by the NC Coastal Resources Commission. Water depths in the project area (the area under the existing 25 feet by 26 feet platform) measure 2-1/2 feet to 3 feet at Normal Water Level. The presence of submerged aquatic vegetation was not noted in the vicinity of the project. Review of available information suggests that there are no known archeological sites or geological formations associated with the applicant's property. PROJECT DESCRIPTION The applicant seeks authorization to replace the 25 feet by 26 feet storage building destroyed by Hurricane Isabel with a 14 feet by 20 feet building. Limited land associated with this commercial site precludes the location of this storage building elsewhere. ANTICIPATED IMPACTS The construction of the 14 feet by 20 feet building on an existing platform would not require new pilings or create additional shading. This application requests the replacement of a 25 x 26' storage building destroyed by Hurricane Isabel with a 14 x 20' new storage building. Replacement will be in the same location on an existing 25 x 26 platform. The marina has limited land and parking area adjacent to Hwy 158. Parking can become extremely crowded, particularly in the summer when both marine store customers and customers for the 50 boat slips are utilizing the parking lot. Placing this building in another area in the parking lot would cause further parking problems.
