Upon review of your request for Water Quality Certification
to place fill material in an isolated wetland area in Kitty Hawk,
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2176 issued November 4,
1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

Enclosed you will find a wetland survey for property owned by
Dare Coast Propert'.es, Inc., located in Kitty Hawk, Dare
County, North Carolina. Also enclosed is a copy of the Dare
County soils map. This wetland line was reviewed by the US
Army Corps of Engineers on June 14, 1989, and a certification
letter is to be received soon. The wetland areas shown on
the plat have been determined to be isolated and eligible for
a Nationwide Permit to fill under Section 401.
This request is to consider the,.021 acre wetland area's
eligibility for a General Certification under Section 401 for
fill of less than one acre of wetlands.

Please find enclosed the information necessary to apply for a
Nationwide Permit to fill wetlands on the Festival of Kitty
Hawk commercial development site.
Review of the Dare County Soils map and an on site inspection
by you and myself on June ;14, 1989 revealed that the wetlands
on this site to be isolated. It is approximately 800 feet to
the nearest waterbody and there is no connection by stream or
wetland slough. The total area of this request is .021
acres.
