FIELD INVESTIGATION REPORT - CHARLES R. FRAZIER, PAMLICO COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is a .70 acre tract of highground with an existing house located on Coffee Creek (also known as Lindsay Creek), which is off Broad Creek, at Whortonsville, in Pamlico County. The applicant was issued CAMA General Permit #C-3922 on January 6, 1988. This permit authorized construction of a 6' x 18' pier with a 125' x 4' T-head and a 14' x 35' boat house. The applicant, Mr. Charles Frazier, began construction of his pier and boat house, and then this office was contacted by an adjacent riparian property owner, Mr. Vaughn Hill. Mr. Hill explained to the North Carolina Division of Coastal Management that he had verbally approved some sort of dock but felt he had not given permission for the amount of dock Mr. Frazier was constructing. Therefore, since Mr. Hill was objecting to the project, and Mr. Frazier could not produce written permission of his neighbor as required for a general permit, Mr. Frazier was instructed to cease construction of his dock and is being cited for a LAMA violation. Thus, Mr. Frazier has submitted a Major Permit Application to complete his partially completed boat house and dock. The applicant's proposal under this application is to finish construction and modify his project to include a 1321' x 372' boat house and a 125' x 4' T-head on the end of a 6' x 22' pier on Coffee Creek. An 8' x 16' deck is also proposed on the back side of the pier. 10. ANTICIPATED IMPACTS: The dock will occupy approximately 1,250 sq. ft. of public trust waters. The waters of Coffee Creek are classified as 'SA' by the Division of Environmental Management, open to shellfishing by the Division of Health Services, and are designated as a Primary Nursery Area by the Division of Marine Fisheries. Allowing the applicant to complete his project will not cause any significant environmental impact. However, the adjoining neighbor's "view" may be blocked by Mr. Fraizer's boat house. Type of fill material 8 Additional Information In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An Accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink onan 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the ad- jacent waterfront (riparian) landowners. The project will be subject to conditions and restrictions contained in the permit. I certify that to the best of my knowledge, the proposed activity complies with the State of North Carolina's ap- proved Coastal Management Program and will be con- ducted in a manner consistent with such program.
