PROJECT SUMMARY: The applicant is proposing to place rock water- ward of an existing bulkhead, construct a rock betty, and to construct a boat launch. NARRATIVE DESCRIPTION: The applicant's property is located adjacent to Country Club Drive (NCSR 1123) and the Neuse River, Town of Minnesott Beach, in Pamlico County. This vacant lot is approximately 26,000 sq. ft. in size, and for the most part consists of a grassed lawn area, except along the shoreline bluff where trees are growing. The elevation of the yard area is approximately 25' above MSL and decreases as one goes towards the water. A General Permit was issued to the applicant in December of 1988, which authorized the construction of a bulkhead along the Neuse River and the installation of a pier system. Today, the bulkhead has been constructed and the pier is almost complete. The applicant is now requesting a permit which would authorize the placement of riprap material or stone gabions waterward of the existing bulkhead, the construction of a stone or wooden groin (jetty) and the construction of a wooden boat ramp/hoist area. Plans included with the application indicate that an approximately 130' long x up to 15' wide area of the Neuse River is proposed to be filled with concrete rubble, stone, or rock filled gabions. An approximately 4' wide by 130' long x 4' wide deep area of the river bottom would also be excavated in order to facilitate installation of filter cloth at the "toe" of the rock fill. At the eastern and western ends of the riprap, two (2) perpendicular wooden wingwalls, up to 15' in length, are proposed to extend to the outer limits of the riprap. The applicant is also requesting permission to install an approximately 25' long x up to 10' wide x 1' above NWL rock jetty which would be located approximately 15' off the eastern property line. Approximately 15' off the western property line, the applicant is also proposing to construct a wooden boat ramp/hoist areas to be used in wenching a boat out of the water. The proposed hoist area is to be 8' to 12' in width x 18' in length. 10. ANTICIPATED IMPACTS: The project, as proposed, will result in the filling in of up to 1,950 sq. ft. of the Neuse River bottom area in conjunction with the riprapping of the bulkhead and approximately 250 sq. ft. of bottom area in conjunction with the proposed rock jetty. Up to approximately 150 cu. yds. of rock material would be placed below the NWL of the Neuse River in conjunction with these proposals. Excavation material is proposed to be placed landward of the existing bulkhead. The location of the proposed jetty and boat hoist area will be 15' away from adjacent property lines.
