Pre-Construction Notification for Nationwide 14
CD_,I Project No. 76360-67708
Dear Mr. McMillan:
Charlotte-Douglas Airport proposes to construct improvements to Airport Drive adjacent to
the Charlotte-Douglas International Airport. The project consists of the vertical raising, of
approximately 1,200 linear feet of airport Drive between Ashley Circle and West Boulevard
and is needed to improve the existing roadway. The project site consists of residential and
light industrial properties on Airport Drive. The scope of work includes the replacement of an
existing storm water culvert with new materials and conversion of a short length of piped
storm water conveyance to an open channel.
Enclosed please find five copies of the Pre-Construction :Notification Application for the
project and a check in the amount of 570.00 for the permit fee. Please review this application
and call me at (704) 342-446 should you have any questions or concerns.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
To minimize impacts we will be removing the existing damaged culvert for 250 feet and replacing this with an open channel to
convey intermittent stormwater flows. The channel has been designed to carry the appropriate design storm without eroding at
the bottom or on the stream banks. Use of rip rap has been minimized and vegetation has been specified. The replacement
culvert beneath the roadway will be embedded.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
During construction the damaged culvert will be removed and a new channel constructed. Sediment and erosion control will
be used to protect the downstream waters during construction. The channel will be constructed and restored with natural
vegetation.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for
impacts to Waters of the U.S. or Waters of the State? ? Yes ® No
2b. If yes, mitigation is required by (check all that apply): ? DWQ ? Corps
2c. If yes, which mitigation option will be used for this
project? ? Mitigation bank
El Payment to in-lieu fee program

4d. Buffer mitigation requested (DWQ only): square feet
4e. Riparian wetland mitigation requested: acres
4f. Non-riparian wetland mitigation requested: acres
4g. Coastal (tidal) wetland mitigation requested: acres

6. Buffer Mitigation (State Regulated Riparian Buffer Rules) - required by DWO
6a. Will the project result in an impact within a protected riparian buffer that requires
buffer mitigation? ? Yes ® No

amount of mitigation required.

Comments: Work does not take place within a protected Riparian Buffer
2. Stormwater Management Plan
2a. What is the overall percent imperviousness of this project? 15%
2b. Does this project require a Stormwater Management Plan? ? Yes ® No
2c. If this project DOES NOT require a Stormwater Management Plan, explain why: No increase in impervious area is
planned for this project. The raised roadway will have the same impervious area and will use stormwater collection
system to convey this stormwater. The existing system will continue to function in the same manner through the use of
the existing detention pond.
2d. If this project DOES require a Stormwater Management Plan, then provide a brief, narrative description of the plan:

most recent DWQ policy. If you answered "no," provide a short narrative description.
The existing culvert is being removed and replaced beneath the road (embedded) and the remaining existing culvert on
the property removed and converted to an open channel. No new development will occur as this is only a maintenance
project. The roadway cross section will match existing and will not be widened.
4. Sewage Disposal (DWQ Requirement)
4a. Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of wastewater generated from
the proposed project, or available capacity of the subject facility.
