Dear Mr. Furness:
This correspondence confirms my receipt of your letter with attached documents delivered by
hand in this office on August 28, 2018 concerning the PCS Phosphate's Sage Gut wetland and
stream restoration site. Your letter requests written approval of the successful completion of the
restoration activity and mitigation credit calculations for the Sage Gut site. The site is located
near Winsteadville, south of SR 1717 (Hoff Rd) in Beaufort County, North Carolina. Work
within Department of the Army (DA) jurisdictional areas associated with this project was
previously authorized by Nationwide Permit 27 (ORM ID: SAW -2008-02534)
The US Army Corps of Engineers (Corps) has reviewed your request and the attachments
included therein. The attachments detail the determination of wetland and stream mitigation
credits for the site based on the 5 year monitoring program and mitigation ratios specified in the
Corps 404 permit.
An overall mitigation ledger, dated and submitted December 22, 2017, as required by
Condition N of the Corps 404 mine continuation permit issued to PCS on June 10, 2009 (ORM
ID: SAW -2001-10096), incorporates the Sage Gut mitigation credits (projected) as shown in the
document referenced above.
The Corps has determined the Sage Gut mitigation site as successful and no further monitoring
is required. The site has met the terms and conditions of the associated permit and is officially
closed out. The Corps agrees with the calculation of the wetland mitigation credits (51.10) and
stream mitigation credits (5602.2) generated by the Sage Gut mitigation site. Please submit and
include the Sage Gut credits (actual) in an updated 2018 mitigation ledger to remain compliant
with Condition N of the 404 permit as of August 28, 2018.
