9. PROJECT DESCRIPTION
The project is located in and around a man-made basin dug off the Cape Fear
River south of Wilmington, North Carolina. The site is just downstream of the
Gold Bond Gypsun plant pier and conveyer belt. The basin is very irregular in
shape. There are also two subbasin areas located on the east side of the
feature. The larger basin measures approximately 670' long x 270' wide. One
of the subbasins appears to have been a barge slip. It measures approximately
50' wide x 120' long. The other subbasin is a railway/haul out area. It
measures approximately 100' long x 140' wide. Water depths within the basin
and associated areas range from +1' mean low water (mlw) to approximately -8'
mlw. The average depth is approximately -3.5' mlw. The access and entrance
channel depths range from -5' mlw up to -10' mlw with the mediam depth
approximately -6' mlw. Although the basin appears to have been originally
excavated into high ground there are some areas of marsh re-established around
the perimeter. Spartina alterniflora, Spartina cynocoroides and Typha spp are
the predominant species. All these plants are beyond the excavation limits of
the existing features except for approximately 300 sf of Spartina alterniflora
within the railway area. The waters are classified as SC and are a designated
nursery area. There is an existing boat shed located within the basin. This
feature is approximately 300' long x 60' wide. There are 15 approximately 50'
slips located under this shed roof. There are also two enclosed structures
attached to the shed roof. Around the basin are also several docks and piers
in various stages of repair. Approximately 460' of 6' wide dock exists. On
the high ground portion of the property there are approximately six existing
buildings which are utilized by boat owners and others who work around the
basin. An existing palisade type bulkhead is located along the eastern
shoreline between the railway and barge slip. There are identified "404"
wetlands on the southern end of the property. There is a row of large pilings
located within the river just landward of the access channel. They extend
along a line approximately 320' in total length.
The applicants propose to maintain the entire basin area. The original
dimensions will be more or less re-established. There will be a 3:1 setoff
along all bulkheads and vegetation areas to prevent sloughing. The applicants
propose to dredge the basin to various depths as shown on the blue line labeled
Composite Analysis. The entrance channel will be dredged to -6' mlw. The two
subbasins will be dredged to a depth of -4' mlw and the remainder of the basin
will be dredged to -5' mlw. Approximately 480' of new docking is proposed
along the north side of the basin 10 additional 50' slips will be provided by
this docking. An additional 600' of docking is shown on the plans utilizing
the pilings out in the river. Approximately 40,000 cubic yards of material
will be removed and will be deposited in the area between the basin and
wetlands shown on the blue line labeled Composite Analysis. The applicant has
furnished a notarized statement that there will be no high ground development
including building and parking. or roads at this time.

10. ANTICIPATED IMPACTS

peak biological activity, no significant adverse impacts are anticipated.

On February 6, 1986, we renewed general permit No. SAWC080-N-
000-0291 (copy enclosed),_which provides Federal authorization for
construction activities that receive authorization from the State
of North Carolina.
A review of your application received March 2, 1988, for
Department of the Army authorization to maintain a channel, canal
and basin and to construct piers, floating docks, a travel lift
and to install pilings to support commercial marina facilities on
the Cape Fear River, Wilmington, New Hanover County, North
Carolina, indicates it to be a candidate for Federal authorization
under this general permit. Accordingly, the administrative
processing of your application will be accomplished by the North
Carolina Division of Coastal Management. Comments from Federal
review agencies will be furnished to the State.
If your application must be withdrawn from this general permit
process for any reason, you will be informed regarding its further
management. If there are no unresolved differences in State-
Federal positions or policies, the final action taken on your
application by the State will result in your receiving written
notice from us that your application is consistent with the
general permit and you may commence your activity. Only after
receiving such confirmation should you begin work.
Your application, pursuant to Section 10 of the River and
Harbor Act, has been assigned No. SAWCO88 -N-065-0208 and will be
coordinated by Mr. Hugh Heine. He is available at telephone (919)
