MCCOTTER PAGE #2 9. NARRATIVE DESCRIPTION: Mr. Ray E. McCotter, the applicant proposes to develop a 168 boat slip marina on the Trent River, at his property known as the Quality Inn Motel, off Highway 70 by-pass and SR 1004, in James City, Craven County. Development of the motel and a wastewater discharge structure was authorized by the Division of Coastal Management in 1985 by way of Permit #19-86. The motel project was completed successfully in 1986 and in accordance with the permit conditions. At that time, a 5 acre section of land was separated from the overall 23.71 acre tract of land for the motel development. The project site is situated between the railroad trestle on the west and the old Trent River bridge at Union Point to the east. The referenced aerial photography and USGS Topographic Map will also help orient the review agencies to the project site. Mr. McCotter's current application proposal involves the expansion of the motel project to include a 12.78 acre section of land immediately adjacent to the motel site. This site was active several years ago as a shipyard and fabrication plant known as the Trent Iron Works. This section of shoreline is characterized by a lengthy but badly deteriorating steel bulkhead that originally defined two boat basins and a railway area separated by a large rectangular peninsulas of land protruding into the river. The applicant's project plans include the repair and replacement of approximately 1700 linear feet of steel bulkhead in and around the ironworks property. Over the years, soil erosion behind the old bulkhead has allowed 10-15' of backfill to wash out. Installation of the repair and replacement bulkhead will require filling some 7,000 sq. ft. of water landward of the existing bulkhead. In addition to the repair and replacement bulkhead, some 400 linear feet of new bulkhead will be installed in front of the motel on an irregular alignment-as provided by representatives of the Division of Coastal Management and the U.S. Corps of Engineers. This bulkhead will be positioned landward of all coastal wetlands and 404 type vegetation. The marsh fringe varies from 501-100' wide and is dominated by giant cord grass (Spartina cynosuroides). By the end of a typical growing season, the giant reed grass will obtain a height of 101-121 tall. The project plans in and around the motel show an area of highground property to be backfilled landward of the proposed new bulkhead. This area will measure about 430' long x 50' wide. The backfill operation will help slope and elevate the area between the bulkhead and the existing motel. This will allow easier pedestrian access from the motel and restaurant area to the proposed marina facility. The applicant plans also call for the construction of an elevated open-piled deck to be attached to the restaurant. This highground deck will measure approximately 24' wide x 110' long. One hundred and fifty-eight (158) boat slips are scheduled for construction in association with 3 floating piers to extend into the Trent River immediately in front of the motel. Bridging type structures called "gangways", measuring 31-4' wide, will connect each of the 3 floating docks with the proposed new bulkhead in front of the motel. Each of the 3 floating piers will be 6' wide and approximately 459' long. This has been calculated by the applicant to be just less than one-third of the overall width of the Trent River at this location. Each pier will accommodate 23 to 27 boat slips for a subtotal of 158 wetslips in what has been termed Basin #3. The 3 floating piers and the associated boat slips will create a footprint measuring 459' long x 340' wide for a total area of 3.58 acres of occupied surface water. Water depths vary from -1.5' near the shoreline to -13' near the offshore end of the piers. No excavation or dredging is proposed to improve the usability of the shallow water slips nearest the Cunningham Bridge and along the shoreline. On Workplat Sheet 2 of 8, some excavation is shown for Basin #2. The width of the old basin will be increased from approximately 80' to 1201. This will require the excavation of an area of highground property measuring 60' wide x 330' long. The new basin will involve almost 20,000 sq. ft. of highground property. The original basin will also be maintenance excavated. The maintenance area measures 330' long x 80' wide. The adjusted water depths in the new basin will be -6' on NWL. The proposed expansion of Basin #2 will make it comparable in size with Basin #1 which is nearest the railroad trestle. A notation has been made that no piers, docks or mooring facilities are proposed in Basin #2, except for a 430' long pier paralleling the western side of the basin. It can be anticipated that some 16' to 20' boats could be moored along this section of the basin, or some 10 30' to 40' long boats could also occupy this same length of waterfront. The Atlantic and East Carolina Railroad maintains a 100' wide right-of-way extending into the water on either side of the centerline of the railroad track. Basin #1 is adjacent to the railroad right-of-way on the downstream side of the trestle. Basin #1, which requires no maintenance excavation, measures approximately 320' long x 120' wide. As proposed, Basin #1 will be outfitted with a set of 2 floating dock structures each accommodating 8 boat slips. As the workplat shows, a 40' buffer will be maintained between the railroad right-of-way and the ends of the proposed docks. Near the southeast corner of Basin #1 is an old existing boat ramp of the conventional trailer type. The ramp will be maintained as the repair and replacement bulkhead is installed around the old ironworks property. According to the application, and specific inquiry by the Division of Coastal Management, the applicant proposes no development of the highground property adjoining Basin #1 or #2. The only new development shown on the Workplat Sheet 2 of 8 is the installation of an above-ground gas tank to be located on a concrete slab measuring approximately 40' x 201. This will be positioned out of the CAMA 75' estuarine shoreline AEC but will provide dockside gas pump service to the area adjacent to Basins #1 and #2. The proposed project will generate little to no impervious surfaces inside or outside of the 75' estuarine shoreline AEC. The applicant plans no new parking lot areas but will rely on the existing parking facilities around the motel to accommodate the marina needs. No new bathroom facilities are proposed. People using the 168 slip marina will share the public restrooms at the motel. It is noteworthy that the surface waters of the Trent River, in and around the project site, are classified "SB". 10. ANTICIPATED IMPACTS: The Quality Inn Motel and Restaurant is currently operating with an onsite wastewater treatment plant with a capacity of 40,000 gallons per day. The affluent discharge to the Trent River is made at a point along the backside of Basin #1. It is hopeful that the carrying capacity of the treatment plant and the existing restrooms will handle the increased numbers of people anticipated at the marina. The same concerns are expressed over the lack of designated parking spaces in and around the 12 acre ironworks property. Although no significant amount of impervious surface areas are proposed for the development away from the actual motel site, it can be anticipated that at sometime in the future higher density development will occur on the unused portion of this 24 acre tract of land. Construction of the new 400' long bulkhead in front of the motel will take place without any direct impact on the vegetated wetlands. Installation of the repair and replacement bulkhead (some 1700 linear feet) will require the filling of some 7,000 sq. ft. of surface water landward of the existing bulkhead. These washed out areas behind the old steel bulkhead do not appear to be productive in terms FIELD INVESTIGATION REPORT - RAY E. MCCOTTER PAGE #5 of finfish habitat. The Sheraton Motel located on the waterfront in downtown New Bern directly opposite from the Quality Inn operates a marina with 340 boat slips. The CAMA permit for that operation was issued in 1985 and allowed a similar pier configuration as that being proposed by Mr. McCotter. It is anticipated that the proposed 168 slip marina can be conditioned through its operational standards so as to reduce the likelihood of water quality problems that would downgrade the "SB" classification. If the proposed marina brings an additional 168 boats to this section of the Trent River, it will surely increase the frequency with which the Cunningham drawbridge (US Highway 70 Business) opens and closes. There is some indication that existing boat traffic has caused some major traffic tie ups extending across the Neuse River, through the Town of Bridgeton, and up Highway 17. This potential and social economic impact of the proposed project must be carefully evaluated. Maintenance excavation within Basin #2 may produce a spoil material ladened with residual pollutants associated with previous work operations over the past several years. Sampling of these sediments in Basin #2 may give further guidance as to the acceptability of maintenance excavation and the dispensation of the dredged spoil.
