Charlotte-Douglas Airport proposes to construct improvements to Airport Drive adjacent to
the Charlotte-Douglas International Airport. The project consists of the vertical raising of
approximately 1,200 linear feet of Airport Drive between Ashley Circle and West Boulevard
and is needed to improve the existing roadway. The project site consists of residential and
light industrial properties on Airport Drive. The scope of work includes the replacement of an
existing storm water culvert with new materials and conversion of a short length of piped
storm water conveyance to an open channel.
Enclosed please find five copies of the Pre-Construction Notification Application for the
project and a check in the amount of $570.00 for the permit fee. Please review this application

3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Site previously had a condemend store building that was demolished and removed. The site is in a low lying area off of
Airport drive and is undeveloped. A stormwater pond on the opposite side of the road drains by a cross culvert through
this property. The demolished building was originally constructed on top of the cross culvert. The cross culvert is in very
poor condition and does not function properly.

This project will raise airport drive approx. 20 feet at the lowest point to remove a sag in the roadway.

Filling of low point in the roadway approx. 20 feet and replacing the cross culvert beneath the road with new pipe. Existing
pipe on the property will be removed and an open channel restored to connect to the existing open channel at the edge of
the property.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
To minimize impacts we will be removing the existing damaged culvert for 250 feet and replacing this with an open channel to
convey intermittent stormwater flows. The channel has been designed to carry the appropriate design storm without eroding at
the bottom or on the stream banks. Use of rip rap has been minimized and vegetation has been specified. The replacement
culvert beneath the roadway will be embedded.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
During construction the damaged culvert will be removed and a new channel constructed. Sediment and erosion control will
be used to protect the downstream waters during construction. The channel will be constructed and restored with natural
vegetation.

Based on a search of the NC Natural Heritage Program (NHP) database, the only federally endangered species that
occurs within the Charlotte East quadrangle is Lasmigona decorate (Carolina Heelsplitter). There is only a historical
record of this species in this area of Charlotte however according to NHP's Guide to Federally Listed Endangered and
Threatened Species of North Carolina, A Carolina heelsplitter requires a slow moving stream with well shaded stream
banks. The culvert being removed has high velocity flows only during storm events and is therefore not a habitat for the
heelsplitter.
