This project is eligible for a Corps of Engineers Nationwide Permit number 16 to authorize discharge piping from the proposed upland contained disposal area. A brief project description is enclosed for your information. On August 18, 2000 Mr. Mike Parker of the Asheville Regional Office informed our office that this submittal is required. Our project plans were prepared in accordance with the Conditions of Certification as contained in the General Certification for NWP 16, dated February 11, 1997, and we presumed by our thorough review of these conditions that an Individual Certification was therefore not required. We submitted the application for the NWT 16 to the Asheville Regulatory Field Office of the U.S. Army Corps of Engineers on July 10, 2000 with an anticipated schedule for beginning the actual dredging after September 1. The Corps told us on August 18 that their permit was ready for issuance, pending comments from the North Carolina Wildlife Resources Commission (WRC). Staff from the WRC also told us on August 18 that their comments will be sent during the week of August 21. This submittal consists of seven (7) copies of the following: • Executed copy of the "Pre-Constriction Notification Application". • Project description. Box 2259, Asheville, NC 28802 • 55 Broad Street, Asheville, NC 28801 828-252-0575 • FAX 828-252-2518 Mr. John Dorney August 23, 2000 Page 2 • Permit application fee of $475.00 • Color copy of USGS quad sheet indicating the project location. • Location map. • Plan of proposed outlet structure and discharge pipe. • Details of proposed construction. • Color pictures of proposed discharge location and lake/disposal area. • Copy of our July 10, 2000 transmittal letter to Corps of Engineers. The grading work began in August, with dredging scheduled in September and final grading and restoration in October, with a grassed surface by November. We therefore ask that an expedited review of this application be conducted as soon as possible, as construction has begun on the upland contained disposal area and dredging could begin in early September, pending issuance of your certification.
