PROJECT UPDATE - March 27, 2009
Dear project stakeholder:
With environmental analysis largely complete and plan development rapidly moving to completion,
the GTP Rail Access project continues to progress on schedule.
Environmental Analysis
As noted in previous project updates, the Environmental Assessment (EA) document is complete.
On February 191h, the final public hearing for the project was held at the TransPark Center located at
the Global TransPark. The hearing was well attended with 71 members of the public participating.
A local officials meeting preceded the hearing where a short presentation on the status of the project
was given. There were a handful of minor questions and comments received from these meetings
that will be addressed in the Finding of No Significant Impact (FONSI) document. The FONSI will be
finalized in April 2009, completing the environmental analysis process.
Project Design
With the railroad alignment set, much of the engineering effort over the past two months has been
focused on the detailed drainage design over the length of the 5.7-mile rail corridor and intersecting
roadways. This is a critical element of the project design as it illustrates how the railroad will
interface with existing streams and wetlands and how water will be conveyed along and across the
new railroad. Plans for maintaining erosion and sediment control during construction are also being
developed. These design features are setting the final project footprint and are being incorporated
into plans to be used for purchasing the right-of-way required for the project.
Right-of-Way Acquisition
As plans illustrating the proposed property requirements are completed, they are being delivered to
the NCDOT Right-of-Way office in Greenville for property appraisal and owner contact. NCDOT
representatives have already begun working with several of the property owners on the southern
portion of the project. All right-of-way plans will be complete and available to right-of-way agents by
April 101". The property acquisition phase is expected to be complete before March 2010.
Environmental Permits
The project team has continued to coordinate closely with the Army Corp of Engineers and the NC
Department of Environment and Natural Resources in the development of the project design. A very
productive meeting was held with the agencies on March 10th in Washington, NC to discuss how to
meet requirements for minimizing impacts to streams and wetlands while also minimizing
embankment erosion around proposed and existing drainage features. The designs are now being
refined to address comments from the agencies and to ensure that the best design is put forth in the
applications for construction permits.
The final plans and bid package will be developed concurrently with right-of-way acquisition and
permit coordination. These plans, including full design for the bridge over Briery Run, will be
complete by November 2009 ensuring that construction can begin on schedule next year.
