Mickey, I apologize that my comments are late - I have been either sick (flu) or out of the office for most
of the last 3 weeks. However, I have reviewed the document and agree with Tammy that the credits for
all of the Blocks (including Block 2 North) may be released.

Subject Hofmann Forest (DWQ # 20070833) 2008 monitoring report
Hello, Mickey. DWQ has reviewed the 2008 monitoring results for Hofmann
Forest Wetland Mitigation Bank. Our comments are as follows.
Hydrology: Only Block 2 North failed to meet the hydrology success
criteria in 2008, apparently due to a long-term gauge malfunction.
Since the Block met hydrology criteria during 2006 and even during the
drought in 2007, DWQ is comfortable with awarding Year 3 credit for this
Block as well as for the rest of the project. Of course, if the Block
fails to meet criteria again during future years, additional credit may
not be granted. Since the entire project appears to have recovered from
the drought conditions observed during 2007, DWQ supports the release of
the withheld Year 2 credits if the rest of the MBRT/IRT concurs.
Vegetation: In Blocks 1 and 2, 6 of 33 veg plots showed <260 planted
trees per acre. All of those exceeded 500 TPA when volunteers were
included. Primary volunteers observed were red maple, wax myrtle,
baccharis, pinus taeda, winged sumac, and swamp titi. The sponsor
should examine the location of the plots with <260 planted TPA to
determine if there is any pattern that needs to be addressed. However,
considering that the overall area met success criteria, and the
volunteers were of expected species at sizes that were not threatening
the growth of planted trees, DWQ is comfortable with Year 3 credit being
granted for Blocks 1 and 2. Blocks 3, 4, and 5 are meeting the modified
success criteria approved by the MBRT/IRT, and DWQ supports release of
Year 3 credits for these areas as well.
I would like to again request that the bank sponsor include summary data
from all monitoring years in future reports. This allows for quicker
assessment of site development trends over time. Based on the current
monitoring results, it appears that the site is not exhibiting any
systemic problems and is on track toward developing the targeted
communities. We look forward to continuing to observe and evaluate the
project over time with the MBRT/IRT. Thank you for the opportunity to
