SUBJECT: Pipe Replacement on SR-2369 (Perry Road), Iredell County
Dear Mr. Wrenn:
The North Carolina Department of Transportation requests authorization to replace an
existing pipe on SR-2369 (Perry Road) in Iredell County. NCDOT proposes to replace a
deteriorating 75-foot long, 84" CMP with a 80-foot long, 84" CMP, with inlet and'
outlet headwalls. Five feet of riprap will be used at the pipe inlet and outlet for structural
stabilization. A shallow scourhole has formed at the existing pipe outlet; therefore, the
required one-foot pipe burial will be based upon the streambed elevation immediately
downstream of the scourhole. Reference cross-sections were surveyed upstream and
downstream of the existing pipe to determine an average stream width of 6.5 feet. (See
attached sketches) A temporary cofferdam pumping system will be used to divert the
stream around the construction site as needed. Area affected by temporary cofferdam
system will be graded and restored back to pre-project conditions. All Best Management
Practice's will be utilized during the course of the project.
The scope of the work will result in 15 feet of permanent impacts to an unamed tributary
to I-L Creek, which is classified as Class C Waters by the Division of Water Quality.
The project area is not located within %2 mile of any critical watershed area. SR-2369 is
not a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed
is the hazardous spill basin checklist
This office has conducted a G1S and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic
Places are located in the vicinity of the project nor did there appear to be any eligible
structures

The federally listed species for Iredell County (USFSW list dated January 31, 2008)
include dwarf-flowered heartleaf (Hexastylis nanii fora)-Threatened (T) and the bog turtle
(Clemmys muhlenbergii)- Threatened due to similarity of appearance (T (S/A). National
Heritage Program records document the nearest Dwarf-flowered heartleaf location
approximately 13.8 miles west of the proposed project area in Catawba county. The
heartleaf is usually found on dry to moist ravine slopes (usually north facing and of the
oak-hickory-pine forest type) and in boggy areas near springheads. There is no suitable
habitat within the proposed project area and no species were observed. The Natural
Heritage Program records document the nearest Bog Turtle location approximately 13
miles south of the proposed project. Bog turtles are typically found in bogs, marshes, and
wet pastures. There is no suitable habitat located within the project area. T (S/A) species
are not subject to Section 7 consultation. However, the proposed project will have "no
effect" on either the Dwarf-flowered heartleaf (Hexastylis nanii fora) or the bog turtle
(Clemmys muhlenbergii) species.

activities and location maps relative to the project.

The purpose of the proposed work is to replace deteriorating pipes for the safety of the travelling public.

NCDOT proposes to replace a deteriorating 75-foot long, 84" CMP with a 80-foot long, 84" CMP, with headwalls on both
ends of the culvert. Five feet of riprap will be used at the pipe inlet and outlet for structural stabilization. A temporary
cofferdam pumping system will be used to divert the stream around the construction site as needed. The Project will be
constructed using typical heavy equipment (trackhoe, backhoe, etc.).
