Item 41, once you have the inventory will you be requesting documentation of deed restrictions to ensure they don't add more impervious in these basins? If so, I think it might help to add that request now rather than a second letter. Maybe you just write this into a permit condition tho, I'm not sure I've dealt with one of these situations before. Item 42, if they say it will be permanent open space will you want to see documentation of that? if so, I suggest asking for it now. These are only suggestions, I will send out whatever wording you request me to. I looked over the design of the wet ponds and they actually looked pretty good - they had a nice design summary on the last plan sheet. I am still going to ask them to do the Supplement Forms though for consistency and also because they did leave out a few required items. Let me know if you think this wording needs to be modified. The inventory should include ALL proposed building footprints, roads, driveways, sidewalks, gravel-surfaced areas, amenity areas, etc. A Stormwater Management Plan (SMP) must be provided for any drainage areas that exceed 24 percent imperviousness. Per NCAC 2B 15A: 02H.1000, a "drainage area" is defined as "the entire area contributing surface runoff to a single point." 2. For any drainage areas that are between 22 and 24 percent impervious, please provide draft deed restriction language that will limit lot imperviousness such that low density conditions are permanently maintained. In that case, you will be required to denote the impervious surface limit on each plat as a condition of your 401 Certification. For Basins 3, 9, 10, 11 and 12, please explain the current and future uses of the areas that are not currently platted in lots. The impervious surface calculations for these basins are currently based on these areas remaining as open space permanently. If these undesignated areas are to be permanently protected as open space (with no additional impervious surfaces to be added in the future), then please provide documentation of that intent. 4. For Wet Detention Ponds 2 and 13, please provide a Wet Detention Basin Supplement Form for each proposed best management practice that will be used on the site (including both worksheets, Design Summary and Required Items Checklist), as well as all of the required items.
