REQUEST FOR MORE INFORMATION
Dear Mr. Spoon:
On February 26, 2009,the Division of Water Quality(DWQ)received your application dated February
26,2009,to fill or otherwise impact 0.005 acres of 404/wetland(0.004 acres permanent impact and 0.001
acres temporary impact)and 337 linear feet of perennial stream(145 linear feet permanent impact, and
192 linear feet temporary impact), and 61 linear feet intermittent temporary stream impact to construct the
proposed residential development at the site. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the
subject property. Therefore, unless we receive five copies of the additional information requested below,
we will place this project on hold as incomplete until we receive this additional information. If we do not
receive the requested information,your project will be formally returned as incomplete. Please provide
the following information so that we may continue to review your project.
Additional Information Requested:
1. Per Stormwater Management Plan Requirements for Applicants Other than NCDOT,the BMPs
that are used on this site must provide a minimum of 85%TSS removal and 30%removal of TN
and TP. Please add another BMP such as a grass Swale or level spreader/filter strip to the
currently proposed wet detention ponds or replace them with another BMP, such as a stormwater
wetland, that has a higher nutrient removal rate.
2. The 10.2 acre drainage area immediately west of Drainage Area#1 drains to the existing Lowe's
stormwater pond. Please provide a Wet Detention Basin Supplement Form to show that this pond
is designed in accordance with current design requirements per the NC BMP Manual. Also, see
comment number one above.
3. Please provide better labeling of the drainage area maps to show the proposed land uses
throughout the entire site. "Blank" space is not acceptable. This is especially important in
Drainage Areas 7 and 8, which are currently claimed as low density but have a large amount of

undesignated land area. Drainage area maps may be scaled at 1"= 100' for greater ease of
reference given the large size of the property.
4. Please organize the resubmittal such that the Supplement Forms and Required Items Checklists
appear together for each BMP. You must use accurate references on the Require Items
Checklists.
5. You must include a planting plan for the aquatic shelves of the proposed wet detention basins. In
addition,you must show the boundaries of the proposed drainage easements.
6. A detailed engineering review of the wet detention basins was not conducted at this time due to
the difficulty of locating the appropriate information in the submittal.
7. Please submit a schedule for accomplishing the stream remediation as detailed in your plan.
8. Please submit a monitoring plan to DWQ for stream, riparian area, and wetland remediation.
Minimally,monitoring must occur quarterly, have representative monitoring station on each
stream feature and reveal in monitoring reports if the stream profile, pattern, dimension,wetland
plantings, or riparian areas are stable, rilled, eroding, aggrading, if plantings are surviving, dying,
or whether maintenance is required.
9. Please submit a reporting plan to DWQ. Minimally,the reporting plan must address the above
listed components of the monitoring plan, data must be collected quarterly for a period of 5 years,
digital photographs must be used for each station,and a copy that includes a written account of
the quarterly results must be provided to DWQ by June 1 of each year.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter,your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands,waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
