Cecile <djcecile@radfordquarries.com> Sent: Monday, March 27, 2017 9:17 AM To: Boyer, Janet Cc: Vinson, Toby, Davis, Tracy; Wehner, Judy; Gantt, Matt Subject: Re: Bamboo Road Quarry Attachments: Boone 3-15-17.pdf, Bamboo Shot 9-2-16.pdf Janet I am in receipt of your letter of March 2 1. As you are aware, I emailed you a report for the blast of 3-15-17 when I was apprised of the complaint. I am attaching this report again, and I am also attaching a report for the preceding shot. The report should be self explanatory. I will call your attention to the top right comer near the Dyno Nobel logo. The expected vibration computed here is the same figure obtained using the equations in the mining permit. These guys do an excellent job with their reports. Because our quarry is in a seasonal market, we typically do not blast as often in the late fall and early winter months. I anticipate it will be at least 30-45 days before we blast again at the Bamboo Quarry. I will certainly submit a report for the next blast when it occurs. Thank you. DJ D. J. REGAN Secretary TRACY DAVIS Director This office recently received two complaints directed at blasting practices conducted at the above referenced quarry. According to the complainants, the vibrations produced from the blast at the Bamboo Road Quarry on March 15, 2017 caused windows to rattle and the house to shake. As provided in the mining permit for this site, you are requested to provide this office duplicate copies of all shot records related to the blasts conducted on March 15, 2017, including any seismograph recordings made. Furthermore, please forward all shot information for one production shoot conducted immediately before and one production shot after the blast in question for this office's review. Just got another call Friday afternoon about the blasting. I'm happy to discuss with DJ but I need to know what we need to do as far as documentation. No fly rock was mentioned in the latest call either. Evidently, it was a pretty powerful one. This does not appear to be a fly rock incident. How would you like to have this handled? Thanks, Matt From: Sent: Thursday, March 16, 2017 3:59 PM To: Gantt, Matt <matt.gantt@ncdenr.gov> Subject: Radford Rock Quarry Mr. Gantt, Yesterday, March 15, 2017 around 4:30 p.m. the Radford Rock Quarry generated a blast that shook the windows at our house at in the Sunny Knoll Subdivision. We don't think that the quarry should use dynamite of that magnitude due to the closeness of our neighborhood. Please make a record of this complaint and help us to prevent this from recurring. As I stated in an email to you dated October 27, 2016, our neighborhood is very concerned and frightened about the dust, noise and damage to our properties due to this closeness. I would greatly appreciate it if you would send me any helpful information on what we can do.
