Box 349 Boone, North Carolina 28607 Mr- Y- Ellis Spake, PE Dear Mr. Spake; I have received from Y04 a flood elevation certification, (undated) and accompanying topograpilic mar) for the Radford Narry site located off 13ambori Romd. After rcvi�ew of this information the following comments apply: 1) Although the certificate indicatos that the "fill area" is Outside of the 100 -year flood hazard area, the published Flood Insurance Study for Boone shows the project to be located within the floodway of the South Pork of the New River, (Flood Insurance Rate Map, Community -Panel No. 370253 0002 D, Map Revised Ap4il 16, 1993). It is the understandirig of this Office b�fter discussions with the Federal Emergency Management Agency, that under the National Flood Insurance Program, regardless of the eourQe of discrepancy, the published data takes precedence for regulatory purposes until a requested Letter of Map Revision is approved by FEMA. 2) The topographic map originally submitted with the Elevation certification needs to to be re -submitted to this office with the current floodway, as shown on the Flood Insurance Rate Map referenced in Comment #1, shown.
