The did have some stone wash into Bamboo Road during a very heavy thunderstorm about the time your complaint came in. They promptly scooped the material out of the road. The problem with this is really that DOT does not have a ditchline along Bamboo Road where the plant is located. So it is not so much a mining problem as it is a drainage problem. I encouraged the operators to keep the roadway stabilized,(it is all stone anyway) and to keep the material pushed out of the road. I asked about Bill Cecil and he is apparently in failing health and may have to have a leg amputated if he lives that long. Let me know if you have any further questions. Simons@ncmail.net> Matt/Brooks: I received a call this morning from some in the Boone area complaining about the above site. He said that there are no S&E measures along Bamboo Road, so gravel and mud are being washed/tracked onto the road making it an unsafe situation. In addition, there apparently is a lot of dust coming off the processing plant and stockpiles. I told the complainant that we address S&E and would inspect the site to determine if the appropriate measures are in place (or if additional measures are needed to address the problem). I also told him that we would check out the dust problems, but would likely refer this issue to the DENR Division of Air Quality (or the delegated local program) and ask them to handle it directly with the Ceciles. Can you have someone inspect the site in the near future to investigate this complaint? Please keep me posted, in case the complainant calls back. Thanks! Tracy Tracy E.
