Box 1006 Charlotte, NC 28201-1006 Dear Mr. Johnson: Beverly Eaves Perdue, Governor Dee Freeman, Secretary North Carolina Department of Environment and Natural Resources Coleen H.Sullins, Director Division of Water Quality RE: 401 Water Quality Certification applications for Mission (DWQ # 2004-1101, version 5), Franklin (DWQ # 2003-0180, version 6) and Bryson (DWQ # 2003-1081, version 6) hydroelectric projects The purpose of this letter is to confirm that Duke Energy would like to continue to keep the above mentioned projects on administrative hold as described in your letter of June 11, 2008 (received by DWQ on June 16, 2008). Please be aware that we have done the Public Notice for those projects and have received comments from the NC Division of Water Resources and NC Wildlife Resources Commission. If you would like the Division to process those 401 Certifications, please advise me in writing.
