Per your letter dated December 30, 2008 requesting more information on the above
referenced project, I am including the following:
Project Drawing.
Pictures of the site. As you can see from the enclosed pictures we are facing as severe
erosion problem along our shore line. It's imperative that we get some stone in place to
prevent further damage. The erosion has become so bad that we are about to loose our
lowest steps down to the dock.
Discussion About Possible Alternate Bank Stabilization:
Tapoco, the division of Alcoa who owns Lake Santeetlah, will only allow certain
materials to be used to prevent shoreline erosion. Logs or any type of wood cannot be
used. We would love to use vegetative planting, but as you can see from the photos, we
are facing an extreme erosion problem along our shoreline. I'm not sure if we could get
anything to grow on the eroded bank.
Equipment to be used:
The materials will be brought in by barge and all of the construction will be done
manually.
Trout Buffer:
The 25 feet landward from the top of the bank will not be disturbed. In fact, none of the
land above the bank' will be disturbed.

Dear Mr. Skaggs:
The Division of Water Quality (DWQ) has performed a preliminary review of a 401 Water
Quality Certification application submitted for the above referenced property. Additional
information will be required in order to complete the review process.
Please provide the following information so that we may continue to review your project.
Additional Information Requested:
Provide a project drawing utilizing the enclosed sketch template following the example
provided.
2. Provide sufficient pictures of the site for staff to understand the existing conditions of the
shoreline and to demonstrate the need for the fill.
3. Provide a discussion about possible alternative bank stabilization techniques involving
materials such as vegetative planting and/or logs. Such an approach may result in a more
effective, long-term solution, providing enhanced aquatic habitat and should be
considered.
4. Describe what type of equipment will be utilized and how equipment and materials will
reach the shoreline (e.g., barge or shore access).
5. Describe how the trout buffer (25 feet landward from the top of the bank) along the shore
will be protected and restored if necessary.

pursue the project, forward written notice that you intend to provide the requested information,
along with a specific date for delivery. If we do not hear from you by the deadline, we will
assume that you no longer want to pursue this project and we will consider the project
withdrawn.
This letter only addresses the preliminary application review and does not authorize any impacts
to wetlands, waters or protected buffers. Please be aware that any impacts requested within your
