The proposal appears to be in line with what we would expect & what has been discussed leading up to this point. I do agree with John that there should be a commitment to minimize damage to the vegetation that will remain on the site, and to repair tree damage that does occur. It is imperative that Condition 20 be followed - that a supervising engineer be on the project to direct ALL tree removal activities & access into the wetland area. Of course, whatever means are determined on-site to be least impactful (swamp mats, swamp buggy, cutting & dragging, etc.) should be utilized, and the conditions appear to reflect that. If you find their response to John's recommendation about tree repair to be acceptable, then I support providing assurance that DWQ is in agreement with the plan as written, with the addition of the tree repair clause. Let me know if I can be of any further support. Have a good weekend, Tammy Sue Homewood wrote: Tammy, Did I send this to you? Richard needs an answer from DWQ asap. I will call him later today. I don't see any problems but if you do, please let me know if you have a chance today. I'll send you John Thomas's comments too in a separate email. sue -------- Original message -------- Subject: PTIA Tree removal from Conservation Easement Date: Thu, 29 May 2008 17:23:08 -0400 From: Richard Darling <RDarling@mbakercor .com> To: <Sue.Homewood@ncmail.net>, <John.T.Thomas.JR@saw02.usace.army.mil> CC: Alex Rosser ,zARosser@mbakercorp.com>, Chris Arrington <CArrington@mbakercor .com> John & Sue: The contractor (Sharpe Bros.) will be mobilizing to remove the tall trees from the Conservation Easement (CE, Tracts A and B) within the new runway 23R Runway Protection Zone (RPZ) once the CE boundaries have been surveyed (estimated for completion in July). I will inform you and Sue as soon as the pre-construction meeting us scheduled. The following condition has been added to the tree removal Contract: "Sharpe Brothers subcontractor will cut damaged tree branches, as directed in the field, from trees that are to remain standing at heights from 0 to 7 ft above ground. Branches will not be cut at heights in excess of 7 ft above ground." If there is still significant damage in the upper reaches of the trees remaining after removal activities, we will address then based on consultation with you.
