Miller & Associates, PA (DMA) observed and documented the construction process during the installation of the temporary stormwater diversion system at the above referenced site in general accordance with DMA Proposal No. P08-331-0269R dated October 30, 2008 and authorized by signature on November 4, 200. Photographs were taken for archival purposes and selected photos have been included in an attachment to this letter. During our first site visit, it was observed that the bottom of the slope was cleared of trees and stumps. A woven geosynthetic fabric (SI Geosolutions 200ST) was observed to underlie the proposed rip rap dissapator. Placement of rip rap was observed to be in progress adjacent to the stream. It was also observed that one of the existing 24-inch diameter corrugated HDPE pipes was closed off as recommended. During the second site visit, it was observed that additional pipe sections were being added to the one of the existing 24-inch diameter corrugated HDPE pipes. The lengthened pipe section was observed being directed towards the rip rap dissapator at the toe of the slope. On our third site visit, the 24-inch diameter corrugated HDPE pipe was observed in-place. It was also observed that silt fencing was being installed on the slope and that seeding and straw placement was in the process of being completed in the area around the rip rap dissapator. Based on our observations, construction of the temporary stormwater bypass proceeded in general accordance with the Off-site Strom Water Drainage Temporary By-pass plans prepared by Piedmont Land Design, LLP signed and sealed on October 9, 2008.
