9. PROJECT DESCRIPTION:
The project site is located on Bridge Road adjacent to the AIWW, Figure Eight Island, in New Hanover County. To access
the site from Wilmington, take US Hwy 17 N to Porter's Neck Road. Turn right onto Porter's Neck Road and travel
approximately 1 mile to Edgewater Club Road. Take a right on Edgewater Club Road and follow it approximately 1.5
mile to Figure Eight Island Bridge. After crossing the bridge, the site is located on the left.
The site currently has an unpaved parking lot with a boat ramp on the northeast corner. According to the application, the
current water depth on the ramp is +3' relative to Mean Low Water (MLW) at the Mean High Water (MHW) line. This
gradually increases in depth to approximately -0.5' at the end of the concrete ramp, and to -4.5' MLW where the proposed
dredging would connect to the marina access channel. Water depths were provided by the authorized agent of the
applicant, and were obtained using the NGVD29 datum. Vegetation on the highground portion of the lot consists primarily
of lawn grasses, with several Wax Myrtle (Myrica cerifera) bushes. The highground vegetation transitions waterward to a
band of high marsh approximately 25' wide consisting primarily of Salt Meadow Hay (Spartina patens), Glasswort
(Salicornia sp.), and saltgrass (Distichlis spicata). The coastal wetlands then transition waterward to a band of low marsh
approximately 30' wide, which consists of Salt Marsh Cordgrass (Spartina alterniflora). The 15' wide concrete ramp
extends approximately 40' waterward from Normal High Water (NHW, as determined from site visit). Repair exemption
was granted in January 2000 to remove concrete ramp and restore area to match adjacent contours. Apparently, this was
never carried out.
The waters of the AIWW adjacent to the project site are classified as SA-ORW by the North Carolina Division of Water
Quality. They are designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and
they are OPEN to the harvest of shellfish. However, the marina access channel is considered a manmade canal.
PROPOSED PROJECT:
The applicant is proposing to use an excavator to dredge accumulated sediment from atop the concrete ramp and reconnect
the boat ramp to the marina access channel. The proposed dimensions of the dredging would measure 100' in length by
15' in width. The applicant proposes to dredge northward to connect to the existing marina access channel. The area would
be dredged to a depth of -4.5' relative to MLW from the waterward end of the concrete ramp to the same level of the
marina access channel. The area currently ranges in depth from +3' to -0.5' at MLW. The proposed disposal area is on the
highground portion of the property, and would measure an average of 43.5' in width by 85' in length. The applicant
proposes to remove the excavated material using an excavator. Approximately 140 cubic yards of material would be
excavated.
10. ANTICIPATED IMPACTS
The excavation of the channel would disturb approximately 1,500 ft.' of shallow bottom. The dredging operation would
likely result in a temporary increase in turbidity. The high ground disposal would result in approximately 3,700 square feet
of land disturbance.

The upland portion of the tract of land consists of assorted grasses, ornamental shrubs, ground ivy, wax myrtle, and yucca
plants. The lowlying area primarily consists of s. alterniflora and s. patens.

The tract of land is part of a manmade casueway (Bridge Road) constructed for the purpose of reaching Figure "8" Island by
automobile. The causeway was constructed from material excavated from what is now the Figure "8" Island Marina Boat
Channel. The area of proposed activity is part of an unpaved boat trailor parking lot, and the existing boat ramp leads to the
aforementioned boat channel.

The proposed project site is bounded northeast by open marsh, which is owned by the Figure "8" Island Home Owners
Association; to the southeast (-1,000 ft) by The Figure "8" Island Yacht Club, which is owned by Island Club, Inc.; to the
southwest by Bridge Road owned by the Fgiure Eight Utility Co, and open marsh owned by the Figure "8" Yacht Club; tpo
the northwest by the AIWW. The closest parcel of land not associated with Figure "8" Island is located beyond the AIWW,
and over 2,200 feet to the west northwest.

The purpose of reestablishing the boat ramp is for launching trailable marine vessels (-30') into the Figure "8" Island Marina
Boat Channel. All boats will depart for travel or dock at the Figure Eight Island Yacht Club, there are no docks, peirs,
bulkheads, mooring piles, or any other marine construction proposed at this time.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
No new construction will take place. The sediment that has accumulated atop of the concrete boat ramp slab will be
mechincally removed via an articulate arm and bucket excavator.
d. List all development activities you propose.
The excavator will remove all of the sediment deposited above the concrete slab, in order to allow boat trailor access during
low tide. The disposal area is located at an onsite upland area, driectly east of the the boat ramp. At most, 140 cy of
material will be removed. The material will be graded evenly throughout the 3,700 sq. ft. disposal area. Which, in turn, will
result in -12.0 inch increase in elevation grade within the disposal area.
