RE: Atlantic Coast Pipeline (ACP) 401 Permit Application

I am writing to share my confidence in the Atlantic Coast Pipeline team and their thorough and careful planning
for this project. Dominion Energy and the project’s lead contractor are drawing on over 200 years’ experience
to implement best-in-class safety and construction procedures in order to transport this natural gas safely with
minimal impact to water sources.

In fact, the ACP route has taken dozens of water sources into account already. After years of comprehensive
studies and surveys, and over 300 route changes to avoid and minimize impacts, the current route was
acknowledged by local, state and federal agencies as the safest and most responsible path.

The ACP team is going above and beyond state and federal requirements to protect water quality, with tailored
stream and wetland crossing techniques and pipeline construction methods. Every stream crossing has been
individually reviewed to identify the best construction method for that waterbody, including horizontal
directional drilling to avoid impacts.

I understand the need for stringent water protection—I only ask that you consider the extensive work done by
the ACP team during this three-year review process. Please do not delay in approving this vital infrastructure
project.

A copy of this letter will be sent to my local, state and federal elected officials.
