I have enclosed a set of plaus, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 1258 Rose Creek Road, Burke County, NC.
We propose to replace the existing 16'6" timber bridge with an aluminum box culvert (25'2"x
6'2") with low flow channeL Stream slope at the cidve�t site is 1.8%. Culvert installation will
result in permanent impacts to 36 linear feet of Simpson Creek with an additional 50 linear feet
of floodplain bench/stabilization. Temporary impacts to 90 linear feet of the stream are
necessary for dewatering/diversion during construction. The stream is approximately 12 feet
wide with predominately gravel aud cobble substrate. Russell Creek is classified as WS-III,
Trout.
Existing chamiel morphology will be maintained upstream and downstream of the culvert.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be dive�ted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotis septentrionalis)
(NLEB) summer roosting habitat via tree clearing. Following the SLOP�S from NWP Regional
Condition 3.13, the project is located outside of a red HUC and a survey found no evidence of
bat presence/usage at the site. No trees will be cleared for the project. No effect on the
remaii�ing Burke County list of federally protected species (threatened or endangered) or
desig��ated critical habitat will occur.

As a pa�t of the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These forms are attached for the Corps file.
By copy of this letter, we request Marla Chambers, North Carolina Wildlife Resources
Commission Western Region Coordinator, to comment directly to the Corps concerning the
permit request.
By copy of this letter, we are asking the Area Roadside Field Operations Engineer, to comment
on the above project. Simpson Creek is classified as trout. The project will not require a trout
buffer variance.

Replace the existing 16'6" timber bridge with an aluminum box culvert (25'2" x 6'2 x 36') with 12' wide low flow channel.
The channel configuration is shown in the plans.

A permanent impact to 36 linear feet of Simpson Creek will be necessary for culvert installation with an additional
50 linear feet of impact for floodplain bench/stabilization activities. In addition, a temporary impact to 90 linear feet
will be necessary for an impervious dike/diversion to dewater the work area during construction. Equipment used will
include excavator, crane, and trucks.

The purpose of this letter is to notlfyyou that the North Carolina Department of Environmental Quality -
Division of Mitlgadon Seivices (NCDEQ-DMS) will provide the compensatory stream mitigation for the subject
project. Based on fhe informa[ion received from you on April 5, 2017, the impacts are located in CU 03050101 of the
Catawba River basin in the Northern Mountains (NM) Eco-Region, and are as follows:

F.3.c.iii of the In-Lieu Fee Instrument dated July 28, 2010. ff[he above referenced impact amounts are revised, then
[his mitigalion acceptance lettcr will no longer be valid and a new mitigation acceptance letter will be required from
NCDGQ-DMS.
