Please find the attached topo map showing the project area of B-3611 in Beaufort
County, near Belhaven, NC. The question I have pertains to the subjectivity of the
roadside canals paralleling NC 99 to the Tar-Pamlico Riparian Buffer Rules. I am
under the impression that Pantego Creek and the un-used marina just east of the
northern terminus of the bridge are subject to the buffer rules. However, NCDOT does
not believe that the roadside canals are subject, as they do not appear to be
modified streams, and were primarily dug for spoil material for the existing section
of NC 99. The soil map for this section of Beaufort County does not seem to show the
roadside canals. Please let me know what DWQ claims as subject to the Tar-Pamlico
Riparian Buffer Rules, if you have any questions,. or would like to schedule a field
meeting. Thanks for your help.
