Sullins, Director Division of Water Quality DWQ EXP # 00-1195v6 Mecklenburg County EXPRESS REVIEW ACCEPTANCE LETTER Attn: Mr. Jerry Orr Charlotte Douglas International Airport Post Office Box 19066 Charlotte, NC 28219 Subject Property: CDIA SWMP for Area West of 2"d Parallel Runway On March 1, 2008, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification (Modification) to you to place fill within or otherwise impact 0.432 acres of wetland, 13,466 linear feet of perennial and important intermittent stream, 2,866 linear feet of unimportant intermittent stream, and 4.631 acres of open waters (ponds) for the purpose of constructing the proposed "Charlotte-Douglas International Airport Expansion Project" in Mecklenburg County. A stormwater management plan (SWMP) dated March 15, 2007 was approved by this office on March 22, 2007 to satisfy Condition 9 of the 401 Certification for this project. On August 18, 2008, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received a request from Mr. Ron Geiger and Ms. Jennie Gende-Casanova of HDR Engineering, Inc. Charlotte, for acceptance into the Express Review Program requesting a modification to the SWMP of the subject project with additional newly proposed BMP. This letter advises you that your project will be accepted into the Express Review Program once the following items are received: a. The application fee of $2000.00 made payable to the North Carolina Division of Water Quality [Stormwater management plan modification with six (6) modified drainage areas ($1000.00) and one (1) new drainage area ($1,000.00)]; b. Three (3) complete and collated copies of the Express Review Stormwater Management Plan Application [htti):Hh2o.enr.state.nc.us/ncwetlands/documents/Exi) Rev SWMA.pdf]; Three (3) copies of all supporting information pertaining to this project including i. Detailed description of the proposed stormwater management devices, and the treatment train along with TSS and Nutrient removal calculations; ii. Design calculation sheets for all proposed new and modified BMPs sized for both on-site and off-site drainage, if any; iii. BMP Supplement for each proposed new or modified BMP including Design Summary and Required Items Check List (available at http://h2o.eur.state.nc.us/su/bmp forms.htm) along with all required items; iv. A signed and notarized Operation & Maintenance Agreement for each new or modified BMP; d. Three copies of full size plans (with detailed construction information) shall include the following: i. Erosion and sediment control plans; iii. Plan views and cross sectional details of all BMPs and associated structures with elevations; iv. Construction sequence and Planting schedule, if any, for the proposed BMPs; e. One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the plans are too large to store in TIFF format, they can be stored in PDF. Please be advised that all Stormwater BMPs must be designed, at a minimum, to remove 85% TSS, in accordance with the most recent version of the NC Division of Water Quality Stormwater Best Management Practices Manual. In addition, for projects located in a Trout (Tr) or Nutrient Sensitive Watershed (NSW), the Stormwater BMP(s) you choose should be designed to meet at least 30% Nutrient removal efficiency. This office would like to notify you that the meeting held on June 13, 2008 will suffice for the mandatory pre-application meeting, required by the express review program, unless you choose to have another one prior to the submittal of your completed application package. The clock for this project will not start until receipt of the completed application package and required fee. If the drainage areas exceed what is indicated on the Initial Interest Form and/or the services are different, you may be required to remit an additional fee.
