Charlotte Douglas International Airport (CDIA) has obtained a Storm Water Management Plan (SWMP) Permit
by DENR for the New Runway and Parallel Taxiway Project. This permit included the relocation of Wallace
Neel Road as a curb and gutter section. Subsequently, CDIA has revised the design of this road to be a shoulder

section with parallel ditches to collect the storm water runoff and transport it to outlet locations Furthermore
the design of the Old Dowd Road relocation has advanced sufficiently to incomorate this improvement project
into the SWMP as well. The pavement area of the new Taxiway Victor is also considered in the SWMP

Re: Charlotte Douglas International Airport Storm Water Management Plan Modifications
Dear Mr.. Gyamfi,
Charlotte Douglas International Airport. (CDIA) has obtained a Storm Water Management Plan
(SVIMP) Permit by NCDENR for the New Runway and Parallel Taxiway Project. This permit
included the relocation'.of Wallace Neel Road as a curb and gutter section. Subsequently, CDIA
has revised the design. of this road to. be,a.shoulder section with parallel ditches to collect the
storm water, runoff and transport it to outlet locations. Furthermore, the design of the Old
Dowd Road relocation has advanced sufficiently to incorporate this improverrient project into
the SWMP as well. Also, a new Taxiway (Victor) is ready for construction and thereby included
in the SWMP: HDR Engineering (HDR) and Talbert Bright Inc. (TBl) were contracted to
revise the SWMP for NCDENR approval based on the changes to Wallace Neel Road and the
improvements to Old Dowd Road.
The changes to Wallace Neel Road include use of the roadway ditch as a "grass swale" Water
Quality best management practice (BMP)in order to reduce the number or previously proposed
hydro-dynamic BMPs (i.e. manufactured BMPs, MBMPs). An assessment of Old Dowd Road
was made to identify what bioretention area. would. be needed to meet Water Quality' standards
for storm water discharge (i.e.. removal of 85% total suspended solids, TSS; from impervious
surfaces). Taxiway Victor has been incorporated into the SWMP to include pavement sweeping
filter strips and grass swales.
Revised Storm Water Management Plan Strategy
The original SWMP-strategy included the following BMPs:'
• Vacuum Sweeping of the Runway and Taxiway
• Grassed Runway and Taxiway shoulders acting as filter strips
Perimeter ditches parallel to the Runway, and Taxiway
• Detention 'areas with sand filter/underdrain 'systems acting as modified extended
detention areas
Manufactured BMPs providing hydro-dynamic sediment. removal (based on Contech
Vortech brand)
Thirteen MBMPs were initially, proposed along Wallace Neel Road. to achieve the project
requirements of 85% TSS removal. This was necessary due to most of Wallace Neel Road being
"downstream" of any of the other BMP devices. Coordination with the designers of Wallace

Neel Road allowed the. roadway ditch to be designed to qualify as a. "grassed swale" BNM
Providing some pollution removal. The revised SWMP strategy includes the following BMPs:
• Perimeter ditches parallel to the Taxiway Victor acting as grassed swales with filter strips
• Pavement sweeping of`Taxiway Victor
Bioretention area with grass along a portion of relocated Old Dowd Road
Grass swales along Wallace Neel Road
Each watershed was re-examined with this new strategy to determine an approach to obtain 85%
TSS removal for Outfalls B, D, E, F, G- H and K, and Nutrient removal for Outfalls M and L,
consistent with the original SWMP approved by. NCDENR. Watershed A is the additional
drainage area to be added.
HDR submits this letter, the attached project' map and the application for Initial Interest
Express Permitting.
