The activity for this Certification is sought to relicense the Franklin, Bryson and Mission hydroelectric plants on the Little Tennessee, Oconaluftee, and Hiwasee Rivers respectively in Macon, Swain and Clay/Cherokee Counties, respectively. The applications refers to water quality-related provisions of the Tuckaseegee Settlement Agreement dated December 2003 as proposed conditions of the 401 Water Quality Certification. The application discusses water quality-related improvements that are planned to the hydroelectric facilities including minimum flow release, water quality monitoring and compensatory flow mitigation. The public is invited to comment on the above-mentioned application to the Division of Water Quality. Comments shall be in writing and shall be received by the Division no later than September 8, 2008. Comments should be sent to the N.C.
