Sullins, Director Division of Water Quality August 13, 2008 DWQ Project # 08-0964 New Hanover County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Cert. # 7007-0220-0000-8225-2018 Holy Cross Episcopal C/o Mr. Ted Guilford 406 Sierra Drive Wilmington NC 28409 Subject Property: Holy Cross Episcopalian REQUEST FOR MORE INFORMATION Dear Mr. Guilford: On June 12, 2008, the Division of Water Quality (DWQ) received your Pre-Construction Notification (PCN) application to impact approximately 0.586 acres of isolated wetlands to construct a church, soccer field, parking lot, and associated attendant features with additional information received on July 18, 2008. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H.0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. This Office believes that the impact labeled on the plans as "Proposed Soccer Field" can be moved or reconfigured to minimize the impacts to the isolated wetlands. Please revise the plans to minimize the impacts. Also, given the proximity of other available soccer fields in the area, provide evidence why this impact is necessary for this project. 2. The initial plans did not show impacts to wetlands along the northern property boundary. The new wetlands delineation shows the total wetland area to be 0.586 acres, which is identical to the proposed impacts. Provide a copy of the updated proposed site layout with the modified wetlands line. If you will not be able to provide the requested information within that timeframe, please provide written confirmation that you intend to provide the requested information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the project as returned. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
