Joe,
I am glad we finally had the chance to talk today.
When DWQ generated the June 17, 2008 Request for More Information letter, we did not realize
that this project was so far along in the local stormwater management plan review process.
Please advise this applicant to go ahead and obtain final approval of the local stormwater
management plan from Gastonia/Gaston Co. Natural Resources. Then, the applicant should
submit a copy of the approved plan and the approval letter to the DWQ in his next submittal
to us. We will look over the locally approved stormwater management plan and if it looks
within state guidelines, we will go ahead and issue the 401 Certification.

Regarding the letter attached, can you please clarify the extent of your expectation
for presentation of a SWMP for this site. The applicant has already submitted (and
paid review fees for) his Phase II post construction plan through the City of Gastonia
permit program, in cooperation with Gaston County. I'd appreciate the opportunity to
discuss any details you may have information on, and work out to whom the applicant
should forward his remaining designs.
