PROJECT SUMMARY: The applicant proposes to replace an existing pier, gazebo, and floating dock that currently accommodates four (4) slips. Michael and Phil Andrews Pap-e 2 PROJECT DESCRIPTION: The project site is located at 2209 N. Lumina Ave., adjacent to the area known as "The Lollipop" within Greenville Sound, in New Hanover County. To locate the property, travel east from Military Cut-Off Road approximately one mile towards Wrightsville Beach on US HWY 74/76. From the AIWW drawbridge, continue to travel east on West Salisbury Street (US HWY 74) for approximately one mile. Proceed over the Banks Channel bridge until you reach a stoplight at N. Lumina Ave. Turn left onto N. Lumina Ave. and travel north approximately 0.5 mile. The property of interest will be located on the left. The lot is approximately 0.37 acre with 77.5' of shoreline frontage that is stabilized by a wooden bulkhead. The lot averages 4' above mean sea level (MSL). The applicant maintains a single-family residence on the property. Upland vegetation consists of maintained lawn grass and ornamental landscaping. Extending approximately 14' waterward of the existing bulkhead is an area of saltmeadow cordgrass (Spartina patens) located on the northern end of the property. This vegetation tapers back to the bulkhead just to the north of the existing pier. An existing private pier measuring 57.5' in length by 4.5' in width extends in a westerly direction towards the deep water. The pier terminates into an octagonal gazebo measuring 13.5' across the flats. Extending from the gazebo is an access ramp that leads onto a "T-head" floating dock configuration. The center section or landing platform, measures 8' in width by 15.5' in length, which then leads onto a floating dock, measuring 24' in length by 6' in width running perpendicular to the access pier. The existing docking facility currently accommodates four (4) vessels. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of Banks Channel, in Greenville Sound are classified as #SB, by the NC Division of Water Quality. These waters are not designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to replace the existing pier, gazebo, and floating dock. The applicant proposes to construct a 64' in length by 6' in width access pier into the Lollipop, which would then terminate into a gazebo, measuring 12' length by 12' in width. An access ramp would then lead onto a floating dock, measuring 39' in length by 6' in width, which would run parallel to the shore with four tie pilings landward of the dock. The application states that the water depth at this location is approximately -4' Normal Low Water (NLW). The proposed construction would continue to provide docking space for up to four (4) vessels. 10. ANTICIPATED LVIPACTS: The proposed pier, gazebo, and floating dock would incorporate 762 sq. ft. of Estuarine Waters and Pubic Trust Area and would not encroach into the adjacent 15' Riparian Corridor Setback Area. Minor increases in turbidity should be expected during construction. The docking facility would extend approximately 100' into a waterbody, which measures approximately 250' across. This distance does not conform to the 1/4 width rule, however, it does conform with the Town of Wrightsville Beach historical pier head line and established pier length.
