PROJECT DESCRIPTION: The project site is located at 3079 West 3rd Street off NC Hwy 210 North, adjacent to a man-made Canal that is a tributary to Stump Sound, in Surf City, Onslow County. To get to the property from the Surf City Swing Bridge take a left on NC Hwy 210N then take a left on 3rd Street. 3rd Street will be on the left shortly after you cross the Pender / Onslow County Line, in the area of Surf City known locally as Old Settler's Beach. The property is approximately 4800 ft.'. The current elevation of the property is approximately 2' above normal high water (MHW). The project site is adjacent to residential properties on the north and south sides and is boarded by Stump Sound and a canal on the west and 3rd Street to the east. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. The property currently has a residential structure, a boat ramp, dock and concrete bulkhead. The bulkhead is in need of replacement. Coastal wetlands are present at the water-ward edge of the bulkhead consisting of Salt Marsh Cordgrass (Spartina alterniflora). The salt marsh cordgrass measures approximately 1' in width and measures approximately 41' in length. The Town of Surf City Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this area of Topsail Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a new vinyl bulkhead measuring approximately 69' in length and approximately 5' water ward of the existing bulkhead. The applicant is also proposing to install a 10' wingwall. The applicant states in the project narrative that the old bulkhead is to be removed and the new bulkhead installed and backfilled. 10. ANTICIPATED IMPACTS The proposed bulkhead installation would result in the filling of approximately 65 ft.2 of coastal wetlands, in the incorporation of approximately 345 ft.' of public trust water, and the disturbance of approximately 1,038 ft.' of highground Submitted by: J.
