Following up on the study plan we had proposed in August, on October 3, 2016, we completed a series of tailrace flow measurements in the Lookout Shoals tailwaters under several planned generation scenarios. Theses flow measurements were then used to calibrate a recently installed tailwater USGS gage height sensor. The developed flow-gage height rating curves cover all except some of the higher flows anticipated from the Development, which of course are not germane to our Continuous Minimum Flow requirement. Finally, we have incorporated this improved flow assessment method into our Project Compliance Tool, which tracks compliance with our License requirements 24/7/365. The attached letter, which summarizes this effort and provides some additional detail, is being e-filed with the FERC today. Study implementation is tentatively scheduled for October 3. The results of the planned flow measurements will allow us to calibrate a tailrace level gage that was included at a recently installed USGS water quality (water temperature and dissolved oxygen) 2 monitoring site. The development of a rating for the level gage is expected to improve the accuracy with which we measure hydro generation flows below the Lookout Shoals Hydro. By copy of this letter, we are respectfully requesting any comments your agency may want to provide relative to this proposed effort, as outlined on the attached document.
