9. PROJECT DESCRIPTION
Engineering Services, PA, on behalf of The Town of Carolina Beach has requested that the attached application
be processed under the Express Permit Review Program.
The physical address of the project site is 101 Raleigh Avenue, in close proximity to the Atlantic Ocean, in
Carolina Beach, New Hanover Co. To find the property, take NC Hwy 421 south from Wilmington to Carolina
Beach. Turn left on Raleigh Avenue (one-way street) and the project site will be located on the southern side of
Raleigh Avenue, at the corner of Raleigh Avenue and Canal Drive.
The subject property is approximately 7,990 square feet and is located along the southern side of Raleigh Avenue,
in Carolina Beach. The property consists of two parcels that are deeded to the Town of Carolina Beach and are
located within the Central Business District. Property elevations range from approximately 4 to 6 feet above mean
sea level (MSL). There are no coastal or "404 type" wetlands located on the subject property. The site currently
contains a pump station and trash compactor. The applicant is proposing to upgrade the existing pump station and
trash compactor facility by removing the old pump station building and constructing a new building and trash
compactor. A wet well would be the only existing feature left undisturbed. Vegetation at the site is sparse and
consists primarily of lawn grasses and ornamental landscaping. The subject property is surrounded by commercial
development. The 420' Ocean Hazard Area of Environmental Concern (AEC) splits the existing pump station
facility.
The applicant is currently applying for a CAMA Major Permit because the project site is located within the Ocean
Hazard AEC and because development activities would require a State Stormwater Permit from the Division of
Water Quality.
The waters of the Atlantic Ocean are classified "SB" by the Division of Water Quality. The area is NOT
designated as a Primary Nursery Area by the Division of Marine Fisheries. The subject property is located within
the High Hazard Flood Area, as indicated by Zone VE (elevation 15) on the Flood Insurance Rate Map. The High
Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean.
The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year. The 100-year stonn
recession line for this area of Caroline Beach is 300 feet creating a total Ocean Erodible Area (OEA) of 420 feet. This
area of Carolina Beach utilizes a pre-nourishment or "static" vegetation line that was determined based on the 2001
Carolina Beach, beach renourishment project. Additionally, the actual first-line of natural stable vegetation was
determined by staff with the Division of Coa: talManagement on 3/12/08.
PROPOSED PROJECT
The applicant is proposing to redevelop the property by constructing a new pump station facility, to include a new
pump station building, pumps, controls and screening for the relocated trash compactor. Additionally, the applicant
proposes to install a subsurface stormwater collection system. The applicant proposes to remove the existing pump
station building and construct a new building (37' x 60') on the eastern side of the property. The new pump station
building would include a storage area, mezzanine, wet well, loading dock and an electrical room. New transport
lines would also be installed to convert the system.
Sidewalks would be constructed on the western, northern and eastern sides of the building and a new stormwater
infiltration system (5' x 68') would be installed along the eastern side of the building, beneath the proposed
sidewalk. As proposed, no ground disturbing activities would occur outside of the property boundary.
The sidewalk would be located within the road right-of-way in some locations and outside of the right-of-way in
others.

Although the property splits the 420' Ocean Hazard AEC, nearly all of the proposed development would occur on
the ocean side of the 420' line. As proposed, all development associated with this project would be located well
inland of the 120' Large Structure Setback. The closest portion of the proposed development would measure
approximately 360' from the First Line of Natural Stable Vegetation (FLNSV).
10. ANTICIPATED IMPACTS
The demolition of the existing building and construction of the new pump station facility would result in the
disturbance of approximately 4,103 square feet of high ground. According to the applicant, a Stormwater permit
application package has been sent to the Division of Water Quality.

The project will replace an existing pump station facility with a new pump station building, pumps, controls and screening for
the existing trash compactor. The pump station collects and pumps approximately 60% of the town's sanitary sewer to the
wastewater treatment facility.

AEC HAZARD NOTICE

This notice is intended to make you, the applicant, aware
of the special risks and conditions associated with
development in this area, which is subject to natural
hazards such as storms, erosion and currents. The rules of
the Coastal Resources Commission require that you
receive an AEC Hazard Notice and acknowledge that
notice in writing before a permit for development- can be
issued.
The Commission's rules on building standards, oceanfront
setbacks and dune alteration are designed to minimize,but
not eliminate, property loss from hazards. By granting
permits, the Coastal Resources. Commission does not
guarantee the safety of the development and assumes no
liability for future damage to the development.
The best available information, as accepted by the Coastal
Resources Commission, indicates that the annual ocean
erosion rate for the area where your property is located is
]_ feet per year.
The rate was established by careful analysis of aerial
photographs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as
much ash ? feet landward in a major storm.
The floodwaters in a major storm are predicted to be about
feet deep in this area.
Preferred oceanfront protection measures are beach
nourislunent and relocation of threatened structures.
Hard erosion control structures such as bulkheads,
seawalls, revetments, groins, jetties and breakwaters are
prohibited. Temporary devices, including sand bags, may
be allowed under certain conditions.
This structure shall be relocated or dismantled within two
years of becoming imminently threatened.
The applicant must acknowledge this information and
requirements by signing this notice in the below space.

High Hazard Flood Area Inlet Hazard Area
SPECIAL NOTE: This hazard notice is required for
development in areas subject to sudden and massive
s torins and erosion. Permits issued for d eveiopment in this
area expire on December 31 of the third year following the
year in which the permit was issued. Shortly before work
begins on the project site, the Local Permit Officer will
determine the vegetation line and setback distance at your
site. If the property has seen little change and the proposed
development can still meet the setback requirement, the
LPO will inform you tha t you may begin work. It is impor-
tant that you check with the LPO before the permit expires
for official approval to continue the work after the permit
has expired. Generally, if foundation pilings have been
placed and substantial progress is continuing, permit
renewal may not be necessary. If substantial progress has
not been made, the permit must be renewed and a new
setback line established. It is unlawful to continue work
after permit expiration without this approval.

CAMA Major Development Permit Application Checklist
(EXPRESS)
This checklist is provided solely as an informational resource to assists in the
preparation of the permit application. Although this checklist is not required to be filled
out as part Qfthe permitting process, nor is it required that this checklist be provided to
the Division of Coastal Management, the items included within the checklist are required
to complete the permit application.
During the pre-application or application submittal meeting, the CAMA Express permit
coordinator will sit down with you and review the application package for completeness.
The Division will refer to this checklist to determine whether or not an application is
deemed to be complete or insufficient. A copy of the checklist, indicating any
deficiencies, will be provided to the applicant, or applicant's agent, at the end of the
meeting. Once the items have been addressed, the applicant or agent should contact the
LAMA Express Permit coordinator to reschedule a final meeting.
Please be advised that addition permitting fees, not to exceed fifty percent (50y) of the
original permit application fee under this section, may be charged for subsequent reviews
do to insufficiency of the permit applications.
PERMIT APPLICATION FORMS
All applicants must completely fill out all three pages of the DCM MP-I form. Depending
on the scope of the proposed development, you will also need to fill out some or all of the
additional form(s) listed below. A checkmark beside the applicable form(s) indicates that
the forms are required for the proposed development.

WORKPLAN DRAWINGS
All drawings must be neat, clear, and of standard size to permit photographic t_: ? ;°? L (! T
reproduction. If blue prints or sheets larger than 11" x 17" are used, 27 copies must be
submitted (it may be advised to request that the CAM Express Permit Coordinator
inspect a final copy, of the workplan drawing(s) prior to making the required 21 copies).
Drawings larger than 11" x 17" should be folded to legal size or smaller.
The workplan drawings must be accurately drawn to an engineers scale (1"-200' or less)
(example 1"=30'), 1"=50', 1"=60', 1"=100', etc.). The scale must be indicated on the
drawings.

The following list of items must be indicated on the workplan drawings. No application
or workplan drawings will be accepted until all of the items on the checklist have been
completed and approved by the LAMA Express permit coordinator.
The CAMA Express coordinator will review the permit application and workplan
drawing(s) and mark of

complete. An item that has not been "checked off" indicates that additional information
is needed in order to accept the application as complete, or that the item is "Not
Applicable " to the proposed project. A copy of the checklist will be provided to you at the

Lift Station No. 1 Narrative
The existing Lift Station No. 1 located on the corner of Raleiah Avenue and Canal Drive
is scheduled for repair and replacement to meet the demands of the future sanitary sewer
flow. This project will construct a new lift station building, wet well, provide new
pumps, on-site emergency power, storage for town maintenance equipment, screening for
the existing trash compactor and two recycle containers, while utilizing the existing lift
station wet well. The old lift station building will be removed at ground level.
