PROJECT SUNLVLARY: The applicant is proposing to redevelop the property by constructing a new pump station facility and stormwater infiltration system. Mr. Owens Page two 9. PROJECT DESCRIPTION Engineering Services, PA, on behalf of The Town of Carolina Beach has requested that the attached application be processed under the Express Permit Review Program. The physical address of the project site is 101 Raleigh Avenue, in close proximity to the Atlantic Ocean, in Carolina Beach, New Hanover Co. To find the property, take NC Hwy 421 south from Wilmington to Carolina Beach. Turn left on Raleigh Avenue (one-way street) and the project site will be located on the southern side of Raleigh Avenue, at the corner of Raleigh Avenue and Canal Drive. The subject property is approximately 7,990 square feet and is located along the southern side of Raleigh Avenue, in Carolina Beach. The property consists of two parcels that are deeded to the Town of Carolina Beach and are located within the Central Business District. Property elevations range from approximately 4 to 6 feet above mean sea level (MSL). There are no coastal or "404 type" wetlands located on the subject property. The site currently contains a pump station and trash compactor. The applicant is proposing to upgrade the existing pump station and trash compactor facility by removing the old pump station building and constructing a new building and trash compactor. A wet well would be the only existing feature left undisturbed. Vegetation at the site is sparse and consists primarily of lawn grasses and ornamental landscaping. The subject property is surrounded by commercial development. The 420' Ocean Hazard Area of Environmental Concern (AEC) splits the existing pump station facility. The applicant is currently applying for a CAMA Major Permit because the project site is located within the Ocean Hazard AEC and because development activities would require a State Stormwater Permit from the Division of Water Quality. The waters of the Atlantic Ocean are classified "SB" by the Division of Water Quality. The area is NOT designated as a Primary Nursery Area by the Division of Marine Fisheries. The subject property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 15) on the Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year. The 100-year stonn recession line for this area of Caroline Beach is 300 feet creating a total Ocean Erodible Area (OEA) of 420 feet. This area of Carolina Beach utilizes a pre-nourishment or "static" vegetation line that was determined based on the 2001 Carolina Beach, beach renourishment project. Additionally, the actual first-line of natural stable vegetation was determined by staff with the Division of Coa: talManagement on 3/12/08. PROPOSED PROJECT The applicant is proposing to redevelop the property by constructing a new pump station facility, to include a new pump station building, pumps, controls and screening for the relocated trash compactor. Additionally, the applicant proposes to install a subsurface stormwater collection system. The applicant proposes to remove the existing pump station building and construct a new building (37' x 60') on the eastern side of the property. The new pump station building would include a storage area, mezzanine, wet well, loading dock and an electrical room. New transport lines would also be installed to convert the system. Sidewalks would be constructed on the western, northern and eastern sides of the building and a new stormwater infiltration system (5' x 68') would be installed along the eastern side of the building, beneath the proposed sidewalk. As proposed, no ground disturbing activities would occur outside of the property boundary. The sidewalk would be located within the road right-of-way in some locations and outside of the right-of-way in others. • j NU. Owens Page Three Although the property splits the 420' Ocean Hazard AEC, nearly all of the proposed development would occur on the ocean side of the 420' line. As proposed, all development associated with this project would be located well inland of the 120' Large Structure Setback. The closest portion of the proposed development would measure approximately 360' from the First Line of Natural Stable Vegetation (FLNSV). 10. ANTICIPATED IMPACTS The demolition of the existing building and construction of the new pump station facility would result in the disturbance of approximately 4,103 square feet of high ground. According to the applicant, a Stormwater permit application package has been sent to the Division of Water Quality.
