PROJECT SUMMARY: The applicant wishes to construct an upland basin with one boatlift and vinyl bulkhead on an existing man-made canal leading to Whittaker Creek and is a applying for a permit to do so. Field Investigation Report: Greene Project Page 02 --------------------------- 9. Narrative Description: The property is located off of Sea Vista Drive at 101 Pine View Drive in Oriental on a canal leading into Whittaker Creek in Pamlico County. The 0.5-acre parcel currently has a single- family dwelling, a dilapidated bulkhead and side-to dock. The adjacent riparian properties consist of similar single-family residences with similar docking facilities. This residential area receives the Town of Oriental water and sewer services. The elevation of the parcel is +4' above normal water level. There is approximately 54' of shoreline on this tract. Vegetation on the tract mainly consists of upland grasses. There are no wetlands present. Immediate offshore water depths range from -2.0' to -6.5' nwl. The sub aqueous substrate is soft muck without shell. There is no SAV present. This property is located at the terminus of a canal off of Whittaker Creek. This canal is approximately 60' across at this location. This man-made canal, which is predominantly stabilized with bulkhead, connects to Whittaker Creek. Whittaker Creek is classified as Primary Nursery Area and is open to shell fishing, but with no visible evidence of a significant resource. The high quality, nutrient sensitive waters of Whittaker Creek carry a classification of SA waters. The Town of Oriental categorizes this area as Residential, with CAMA AEC's classified as Conservation. 10. Proposed Development: The applicant wishes to construct a 40' by 30' upland basin with two slips, one of which will have a new boatlift, and 130' of vinyl bulkhead around the basin and along this canal leading to Whittaker Creek. The basin will be carved out of the high ground and the entire shoreline will then be stabilized with bulkhead along the canal front. The bulkhead will be behind the identifiable erosion escarpment and entirely above the existing normal water level. The bulkhead will be 130' long and 1.5' wide. This high ground excavation will result in the removal of approximately 450 cubic yards of material. The basin will slope from -4.5' nwl towards -6.0' to the connecting canal waters in order to promote flushing. The spoil is to be disposed of on high ground at 1446 Silverbrook Road in Oriental, Pamlico County. This spoil location is owned by the applicant. This spoil site is a 0.5-acre tract and the material is to be spread over the property to create a uniform elevation. The 13' by 13' boatlift will accommodate a 25' open runabout recreational vessel. The existing dilapidated side-to dock will be removed as a result of this project and the basin with the two slips will be no closer than 12' to the adjacent property lines. Water depths in the slips will range from -4.5' to -6.0' nwl. 11. Anticipated Impacts: This project will not pose a hazard to navigation. This project will excavate 1.200 sf of high ground, fill within 21,780 sf of high around, and the basin will then usurp 1,200 sf of open water. The closest adjacent docking facility is about 40' away from the proposed boatlift. This canal is within a Primarv Nursery Area and is open to shellfish harvest. There are no wetlands or SAV at this site. This new basin will impose a new DWQ riparian buffer on both neighboring properties. This proposal is not in conflict with the current usage of this man-made canal of Whittaker Creek. There is no submerged aquatic vegetation or wetlands present on site. This area is open to shellfish harvest, but with no visible evidence of a significant resource. However, this proposed boat basin is located within a PNA and therefore, recommend that the project be denied based on 15A NCAC 07H .0208(b)(1). Give complete description: Applicant $ignalure February 21, 2008 - ,r Project Narrative: Greene Project 101 Pineview Dr. Oriental, NC Pamlico County Prescott Brothers Marine Construction has been contracted by Mr. Richard Greene to construct a basin and install a vinyl seawall on the property located at 101 Pineview Dr., Oriental, Pamlico Co. The basin will be used to store recreational watercraft. The project will consist of the following components: Demolition A failing seawall and dilapidated dock will be removed from the property to make was for the construction of the basin and installation of a shoreline stabilizing bulkhead. Excavation A basin will be constructed by removing approximately 400 cubic yards of earth from the determined area along the shoreline. The dimension of the basin will be 40'x30'x10'. The shoreline is approximately 4' +/- above sea level. The manmade canal is -6.5' +/- deep. The basin will be dug at -4.5' landward and will slope to -6.5' toward the canal. The area will be dug out using an excavator. Spoil material will be relocated to 1446 Silverbrook Rd., Oriental. Mr. Greene is the owner of both properties. Bulkhead Construction A vinyl bulkhead consisting of interlocking 3.5 ESP sheets, 10' in length will be driven into the earth using a vibratory method. The vibrator head is attached to the excavator. The vinyl bulkhead will be attached to deadmen (8' pilings to be buried approximately 6 ft. landward from the bulkhead). A galvanized tie back rod will be attached using bolts. A whaler will also be installed to provide additional strength to the wall. The Bulkhead will finished by a 2x10 pressure treated lumber. Culvert Modification An existing 24" Storm Drainage Pipe will be uncovered during the construction of the basin. The pipe will be altered by shortening the length. The end of the pipe currently resides at the end of the bulkhead. The pipe will be shortened to reflect the position of the new shoreline.
