Mr. Brame: Michael F. Easley, Governor William G. Ross Jr., Secretary North Carolina Department of Environment and Natural Resources Colleen H. Sullins, Director Division of Water Quality Tammy Hill from the Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit conducted a site visit at the above-mentioned mitigation site on May 2, 2007. Several areas needing repair work were noted during the visit: Wetland Restoration • Multiple areas with low vegetation density due to flooding, excessive wetness, or competition from undesirable species (e.g. cattail) that had been removed were observed. Representatives from ECS and Baker indicated that replanting of these areas would occur as soon as practicable during weather conditions that would support establishment of new vegetation. • One area of erosion due to upland runoff was noted and would need to be repaired. Stream Restoration Several stream sections, especially in meander bends, were experiencing erosion due to heavy flows. Representatives from ECS and Baker indicated that these sections were scheduled for repair and reinforcement. • The upstream end of the restored stream reach demonstrated bank erosion that had created a deep pool. Representatives from ECS and Baker indicated that the pool appeared to have stabilized, therefore no repair work was scheduled for this monitoring year. Since the site is still early in its monitoring period, this information may be included with the next annual monitoring report. Please note that issues requiring remedial work at a mitigation site may reset the five-year monitoring clock. This determination will be made at a future time, once data from future monitoring reports is evaluated.
